The following executive positions require excellence-oriented, challenge-driven and innovative individuals to join the executive team and add value in this change journey.

HEAD OF INFORMATION TECHNOLOGY IS THE CHIEF INFORMATION OFFICER

Reporting directly to the Managing Director, the incumbent will be leading the modernisation and technology advancement strategy of the company through innovative and practical ideas to improve service delivery. They will be responsible for delivering on any strategic business change programmes using both internal and external resources and lead the digital transformation and innovation in the LEC by keeping abreast with the latest technology advancements.

Duties

IT Strategy and Transformation

  • Designs and deploys a rolling five-year ICT Strategy to support LEC’s Vision, ensuring that innovation, security, reliability, cost and utilisation are the cornerstones of any proposal.
  • Oversees and directs the IT strategy roadmap, improves and refines IT processes, and develops IT client service culture.
  • Partners across leadership functions and key stakeholders to define opportunities, and identify and prioritise ICT investments supporting organisational initiatives across all departments.
  • Ensures continuous availability, performance, and sustainability of technology-enabled revenue generating, safety and security, and corporate systems.
  • Develops and embeds excellent communication practices with the technical team and across the LEC to ensure a high degree of alignment.
  • Leads strategic information security planning to achieve business goals by prioritizing defence initiatives and coordinating the management of information security technologies.
  • Makes executive decisions on behalf of the organisation’s technological requirements.
  • Identifies gaps and opportunities to leverage digital technology enablers to optimize business performance and increase efficiencies

Policy Development and implementation

  • Oversees the development and implementation of IT related policies, procedures, and processes.
    • Works with appropriate structures to ensure effective execution of policy and practices.
    • Defines and communicates corporate plans, policies, and standards for the organisation for acquiring, implementing, and operating IT systems.

Stakeholder Management

  • Facilitates and manages communication with relevant internal and external stakeholders in relation to investments and proactively and progressively manage the relationships.
  • Manages relationships with vendors, service providers or procurement teams and ensure that all relevant procured items are invoiced and paid on time.
  • Represents the LEC in relevant external activities and events.

Information Management and Security

  • Oversees the provision of all services related to information management, ensuring that appropriate policies, plans, and procedures are in place to meet government requirements (e.g. record retention, digitization).
  • Instils a culture of data and IT savviness across the company.
  • Provides guidance and leadership to internal process automation and work-flow management.
  • Accounts for corporate compliance in regard to the Data Protection Act of Lesotho and various related legislation.
  • Leads reporting and continuous improvement of enterprise risk management.
  • Oversees development, implementation and monitoring of LEC cybersecurity program to ensure appropriate levels of confidentiality, integrity, safety, privacy, and protection of all information assets owned and controlled by the organisation.

Effective and Efficient Human Resource Management

  • Ensures sourcing, development, and retention of a high-performing team.
  • Ensures that there is motivation, cohesiveness, and alignment of the organisation’s team members.
  • Ensures that recruitment of operational workforce is in line with LEC requirements and strategic direction.
  • Leads staff in the department to ensure that they are well developed, empowered and achieve their objectives in line with the strategic objectives of the LEC.
  • Ensures Implementation of human capital processes and procedures to control/regulate workplace conflict and/or institute corrective measures and consultation processes to address deviations from standards.
  • Develops IT training content & material for all staff and regions.
  • Ensures that there are continuous customer experience training programs to update customer knowledge and enhance behavioural service skills.

IT Operations Management

  • Oversees and manages the transactional technology functions.
  • Systematically monitors performance information and feedback mechanisms to inform continuous improvement in systems, processes, and resource management.
  • Delivering an information management system, gathering, storing, and effectively retrieving key performance data to evidence impact and inform planning.
  • Manages the protection of IT assets, data, security, and privacy of information.
  • Oversee the implementation and maintenance of LEC network and systems.
  • Promotes and oversees strategic relationships between company resources and external entities, including government, vendors, and partner organisations that will further the company’s digital capabilities.
  • Enables and supports the firm’s hybrid way of working.

Financial Management

  • Ensures that the periodic financial and strategic goals of LEC as well as the performance expectations of the various teams are achieved.
  • Reports and reviews operations financial and non-financial goals.
  • Manages, monitors, controls and reports on the department expense budget.

IT Infrastructure

  • Ensures periodic system refreshes to assess infrastructure integrity.
  • Identifies required system improvements.
  • Ensures that LEC’s assets are accounted for, deployed, maintained, upgraded, and disposed of when the time comes.
  • Leads the management of LEC computers, network, and data storage resources from a single interface. With software-defined computers and data storage bundled together, enable the support for more modern workloads with scalable architectures on industry-standard hardware.
  • Ensures that solutions and proposals are scale-able, flexible and enable the business to operate with agility and embrace change without impacting productivity.

Continuous Improvement

  • Works to create a collective perception about the benefits and capability for new technology.
  • Enables learning that accounts for the building of knowledge and skill from a variety of sources. Aim to build employees’ capacity and perceived capability so they can contribute to the LEC using the technology.
  • Focuses on the processes that will enable people to develop new habits around the way they do their work to use the technology.
  • Leads the design, planning and integration of the IT processes.

Vendor Management

  • Conducts research to select and onboard the right vendors; categorise vendors to ensure the right contract, metrics and relationship; determine the ideal number of vendors; mitigate risk when using vendors; and establish a vendor management organisation that best fits the LEC.
  • Enables LEC to optimally develop, manage and control vendor contracts, relationships and performance for the efficient delivery of contracted products and services.
  • Establishes the processes LEC will use to manage the suppliers/vendor Improve vendor selection Harness cost savings.
  • Reduces the risk of supply chain disruption.
  • Oversees vendor service reviews and service improvement and innovation plans as necessary.
  • Maintains line of sight on vendor performance by delivering consistent vendor scorecard and reporting to key stakeholders.

Qualifications and Experience

  • Master’s degree/ Postgraduate or Honours in Computer Science, or Information Technology required.
  • Post Graduate Business Degree is desirable.
  • Membership to recognised professional ICT bodies.
  • At least 10-15 years of experience in administration of information systems and technology, and data management with an increasing level of responsibility throughout.
  • 5 years must have been at management level.
  • Experience in implementation of ICT or technology-led strategic business projects.
