SUMMARY: CID LINK
PSI Lesotho through support from the Centers for Disease Control and Prevention (CDC) is implementing a five year Scaling up Targeted-Community Based HIV Testing Services and Linkage to Treatment in Lesotho (CID-LINK) award. This project contributes directly to Lesotho’s National Multi-Sectoral HIV Prevention Strategy, by reducing the impact of HIV and AIDS in Lesotho through the use of evidenced-based sexual and biomedical prevention programs. CID-LINK uses innovative strategies to provide confidential community based HIV Testing Services (HTS) and Sexual and Reproductive Health (SRH) services in Lesotho targeting
5 Lowland Districts.
PSI Lesotho currently implements SRH and HTS services under the Determined, Resilient, Empowered, AIDS-free, Mentored Safe (DREAMS) program targeting adolescent girls and women aged 15 to 24 years and men aged 20 to 49 years who are their sexual partners.
PSI seeks a DREAMS Manager to manage and oversee all DREAMS project implementation activities within the district. He/ she will be responsible for supervision, mentorship and staff coaching to ensure smooth implementation of the project. The DREAMS Manager will be directly responsible and accountable for ensuring project success in the district.
This position is based at district and reports to the Senior Program Manager
ROLES & RESPONSIBILITIES:
Responsibilities include, but are not limited to:
Project Management
Oversee staff performance to ensure effective results by mentorship and making corrective adjustments: jointly planning, monitoring and appraising job results while supporting staff training
Provide overall technical oversight for implementation of DREAMS initiative and lead in the execution of day-to-day activities
Work closely with the Senior Program Manager to provide updates, discuss strategies, obstacles, performance plans, and indicator success, communicating project progress through both formal and informal meetings and preparing required quarterly and annual reports and presentations
Work collaboratively with other project teams to ensure effective monitoring, evaluation and documentation of the project achievements
Strengthen M&E systems at district level and ensure timeous and accurate data entry, verification and submission
Develop district specific work plans and implementation schedules
Ensure that all PSI assets including fleet, furniture and commodities are kept safe and in line with policies and protocols
Ensure that all petty cash kept at the site is managed according to policies and guidelines
Work with relevant departments at HQ level to ensure proper inventory management
Work with relevant departments at HQ level to ensure proper staff leave and timesheet management
Serve as PSI’s interphase with District authorities
Represent PSI at the highest levels at district level
Clearly articulate to relevant authorities PSI’s mandate at district level
Information, Communication and Learning
Ensure that relevant IEC materials on relevant topics of interest to clients are available at all times and in good condition
Ensure that experiences and best practices are documented and shared across the district.
Collaboration and Partnership
Liaise with relevant network partners to build harmonious relations and joint decision making related to project activities.
Make regular follow ups with referral points to ensure proper referral/linkages and indexing to post-test services and make recommendations as and when deemed necessary.
Organize and or attend meetings with relevant stakeholders operating in the delivery of DREAMS
Attend regular meetings and events organized by other stakeholders for information sharing
Hold regular meetings with the DHMT providing updates and reports on program implementation
Attend and represent PSI at District PHC meetings
Attend partners’ meetings at district level
Human Resource Management
Work with relevant colleagues to ensure continuous capacity building
Assess training needs of staff and plan remedial actions
Work on performance management of staff under his / her supervision
EDUCATION QUALIFICATION AND WORK EXPERIENCE:
Bachelor’s Degree in a Social Science, Clinical or Health related discipline. Post Graduate Qualification in an HIV related field would be an added advantage but it is not a requirement.
At least 5 years’ experience in HIV programming most of which should be related to SRH and HTS at community level
At least 3 years’ experience leading/managing teams
Proven leadership experience

Personal commitment to the fight against HIV/AIDS
Strong local knowledge of MOH hospitals, health centers and clinics
Computer proficient

Ability to work well in a team environment and independently to achieve common objectives
Ability to exercise sound judgement and make timely decisions
Ability to work multiple priorities and deadlines and to pitch where needed
