Title: Grants and Compliance Officer
Reports to: Associate Director of Internal Audit, Grants and Compliance
Duty Station: Maseru-Lesotho
Position Overview
Reporting to the Associate Director of Internal Audit, Grants, and Compliance, this role collaborates closely with various departments to ensure effective award compliance and risk management across the portfolio of awards at Partners In Health Lesotho. The incumbent is tasked with fostering a compliant organizational culture by offering guidance on statutory requirements, donors’ regulations, and organizational policies while advocating for best practices.
Responsibilities include but are not limited to:
- Award management and compliance
- Maintain and distribute a comprehensive compliance checklist outlining donors’ compliance requirements, ensuring adherence to procurement, hiring, marking and branding, and budget utilization standards.
- Guide staff on accurate records maintenance in accordance with donor regulations and in preparation for potential audits.
- Keep meticulous fi les on grant-related documents for each grant within the portfolio and provide tailored administrative support.
- Conduct daily reviews of the procurement supporting documentation and check that all required documentation is maintained.
- Serve as the focal point for the establishment of fund-related codes.
- Collaborate with project implementation and finance teams to review monthly grant expenditures, ensuring alignment with grant budgets and accurate coding.
- Establish a reporting calendar and share it with all program and finance staff for timely reporting.
- Review financial reports and initiate necessary corrective action with the finance team by the next accounting period.
- Support the various members of the country teams in tracking donor-related priorities and tasks.
- Risk Management:
- Support and enhance risk management processes by updating the risk register quarterly and ensuring timely implementation of mitigation measures.
- Ensure audit readiness by retaining accurate records for each funding source.
- Monitor management’s implementation of audit recommendations, ensuring compliance with agreed timelines and standards.
- Conduct quarterly compliance reviews across operational, procurement, finance, and other functional areas to ensure adherence to donors’ rules and regulations, internal processes, and procedures manuals.
- Ensure full implementation of PIH global anti-corruption policy and communicate any execution gaps.
- Provide independent and objective advice to ensure data-driven decision-making.
- Perform any additional duties as assigned by the supervisor.
Minimum Requirements:
- University degree or equivalent in auditing, risk, accounting/finance.
- A postgraduate certificate in compliance or risk management is advantageous.
- Experience in contract development, audits, and project management within an NGO environment is highly desirable.
- Minimum of five years of work experience, preferably in a large International Organization.
Skills and Competencies:
- Strong interpersonal skills with the ability to multitask in a fast-paced donor environment.
- Excellent communication and report-writing abilities.
- Deadline-driven with strong analytical and problem-solving skills.
- Must be a collaborative team player.
