Digital Capacity Building Officer for the Government of Lesotho’s National Information System for Social Assistance (NISSA) and Management Information System for Social Assistance (MISSA)
- Background
The Ministry of Gender, Youth and Social Development (MoGYSD) with the assistance of the European Union Delegation to the Kingdom of Lesotho and UNICEF has developed the National Information System for Social Assistance (NISSA) and the Management Information System for Social Assistance (MISSA) to manage its social assistance programmes. The systems are web-based and run on a Microsoft platform and work in conjunction with a mobile application that was developed to facilitate timely data collection and entry. The NISSA/MISSA system needs to be managed and supported by different technical officers for it to produce intended results for the programmes and one key position is the Digital Capacity Building Officer. - Objectives
The general objective of the Digital Capacity Building Officer is to provide capacity building, skills transfer and knowledge management to NISSA/MISSA users both at national level but especially with a focus on users at district level to ensure optimum use of the system both within MoGYSD and other government institutions, development partners and social assistance programmes implementers in the country. - Digital Capacity Building Officer duties and responsibilities
3.1 Conducts capacity building needs assessment of NISSA/MISSA users at both national and district level and in collaboration with the NISSA Manager and the IT technical team develops a comprehensive capacity development strategy and plan to address the needs.
3.2 Plans, organizes, and implements capacity building and knowledge management activities of the capacity building plan to enhance staff/user competencies.
3.3 Provides technical and operational day-to-day support to NISSA/MISSA users.
3.4 Supports the drafting/updating of policies, standard operating procedures and user manuals.
3.5 Provides tailor made training on NISSA/MISSA guidelines, policies, standard operating procedures and user manuals to NISSA/MISSA users.
3.6 Supports monitoring of adherence to protocols and user manual instructions by users and manages compliance and where necessary escalates exceptions and deviations.
3.7 Stays abreast of ICT trends, developments and best practices, and builds capacity on new and enhanced softwareέapplications and supports related User Acceptance Testing activities.
3.8 Coordinates training workshops or clinics to build end-users capacity or to introduce new solutions and services and where necessary assists in the selection of training providers and the development of training materials.
3.9 Prepares NISSA/MISSA capacity building related annual plans and budgets, sets priorities and
performance indicators as well as year-end assessments, reviews and reporting. - Digital Capacity Building Officer requirements and qualifications
• Master‘s Degree in Computer Sciences, Information Systems or equivalent qualification in computer and training related disciplines.
• Minimum of 3 years’ experience in the ICT field with a focus on capacity building, preferably in digital environment.
• Experience in software development including C#, ASP.net, JavaScript, JQuery etc.
• Programming experience in Windows .NET Framework, including VB.Net and ASP.Net is preferred.
• Database designέadministration and implementation experience
• Monitoring and Evaluation Experience is an added advantage.
• Digital collaboration platforms experience – Microsoft SharePoint, slack
• Proven experience in developing and delivering training programs.
• Certification in training and development or instructional design is a plus
• Knowledge of Social Assistance Programs and Social Registries will be an added advantage. - Skills
• Ability to work under pressure and meet schedules and deadlines.
• Excellent communication and capacity building skills including ability to communicate and relate with non-IT professionals and audiences.
• Good Organisational skill
• Active listening and problem-solving capabilities
• Willingness to work in districts and hard to reach places when necessary.
• Excellent interpersonal and team-working skills.
• Ability to conduct needs assessments and training evaluations.
• Technical proficiency in using training software and digital tools.
• Proficiency in using and teaching digital tools and software.
• Innovative and proactive in acquiring new knowledge through personal training and advancement.
• Fluency in both English and Sesotho is a must. - Duration of the contract
