Background:
The Ministry of Health (MOH) will be receiving funding from the Global Fund to support the implementation of TB and HIV programmes. The main goal of the grant is sustaining gains made in HIV treatment and improving the quality of the programme, accelerating HIV prevention, addressing human rights barriers to assessing services, strengthening health and community systems to improve HIV, TB and SRH outcomes, scaling up the MDR -TB care and prevention and PLHIV given co-infection. To enable MOH Global Fund supported activities effectively, workforce is required to fill posts on fixed contract until 31st March 2027.

Job Title: Facility Data Clerk


Job Purpose: To ensure overall data management (Collection, collation, verification, reporting, data quality etc.) for all health programmes within the health facility. Data Clerk will ensure that data meets standards of reliability, transparency, accuracy, timeliness, and completeness.

    Responsible to: Health Facility Manager-in charge

    The responsibility of the Data Clerk

    The responsibility of the Data Clerk under the general supervision of the Health Facility Manager, are expected to perform the following duties:

    • Data collection and collating
    • Ensure the availability of prescribed data collection tools.
    • Ensure all data is collected using standard data element definitions and data collection tools.
    • Update registers and patients’ cards (where applicable) on daily basis according to the prescribed instructions.
    • Ensure completeness of data in the e-register on daily basis
    • Work closely with other health facility staff collating and compilation of monthly reports.
    • Ensure timely submission of all health facility’s performance reports according to the data flow guidelines.
    • Data handling
    • Ensure that all data is correct, complete, and consistent.
    • Capture data in DHIS2 according to the reporting timelines.
    • Validate data through integrity checks.
    • Review of records and registers when needed.

    Other responsibilities

    • Always ensure safe storage and strict confidentiality of all the patients’ records/data.
    • Ensure that all notifiable diseases are submitted timeously.
    • Assist in surveys at facility or institutional level.
    • Undertake any other any other functions directly related to data.
    • Coordinate health facility monthly/quarterly data reviews.
    • Conduct quarterly data verification of all the reported data.
    • Pull out charts as needed for special reviews.
    • Perform other duties as assigned.

    Qualification

    • Diploma in Data Management/Information Management or related preferred. Or Minimum COSC with at least pass in Mathematics and English.

    Experience

    • Minimum 2 years’ experience in data collection, capturing and handling of data.
    • Computer literacy required.
    • Knowledge of DHIS2 will be an added advantage.
