The Government of Lesotho has received credit from the International Development Association (IDA) of the World Bank to implement the Lesotho Competitiveness and Financial Inclusion (CAFI) Project and intends to apply part of the proceeds for consulting services.

One of the key Individual Consulting Services positions within the Project Management Unit (PMU) is the Procurement Officer.

The Ministry of Trade, Industry and Business Development through the CAFI PMU, now invites interested individuals to indicate their interest for the position. Interested individuals should provide information demonstrating that they have the required qualifications and relevant experience for the position.

The selection criteria will be based on the following information, inter alia:

  • A Bachelor’s Degree in Business Administration, Business Management or related field
  • A minimum qualification of CIPS Level 4 (Diploma in Procurement and Supply).
  • Minimum of 5 years’ experience in Procurement and contract management in an international or public sector organization.
  • Must have good knowledge of procurement policies and procedures for Donor funded projects especially the World Bank and the African Development Bank.
  • Proven track record in working effectively within multidisciplinary teams.
  • Excellent interpersonal and communication skills.
  • Computer literate and good command of English.
  • Knowledge and hands-on experience in using World Bank Systematic Tracking of Exchanges in Procurement (STEP) will be an added advantage.

The attention of interested candidates is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A candidate will be selected in accordance with the Individual Consultant Selection method set out in Procurement Regulations.
