mothers2mothers (m2m) is an African Primary Health Care organisation that employs women living with HIV as community health workers across 10 African nations. These “Mentor Mothers” deliver integrated health services at clinics and in communities to ensure everyone, everywhere, has access to the services they need to be healthy and stay in care. Over the next five years, this proven, peer-led model is being scaled up to double down on ending HIV, as well as to tackle new health challenges and reach more people – all with the aim of building a fairer, healthier future. Job Description
The HR Officers will support the HR Manager in addressing all HR issues including recruitment, performance reviews, staff contracting, and management of leave with the existing HR system. The HR Officers will also assist with training site staff on HR policies. The position is contingent on funding and donor approval.
Key Performance Areas:
General HR Operations issues (20%)
- Maintain employment contracts and ensure that they are compliant with both m2m standards and Lesotho labour law
- Support the HR Manager and Line Managers to implement HR activities as per the Country Office work plan and ensure day-to-day HR services are met at district level, and that there are effective HR processes in country.
- Assist Resource Review Report card achievement for HR Department.
- Offer refresher training on HR policies to the field staff in collaboration with HR Manager and line managers
- Support donor reporting
HR Compliance (20%)
- Support the rollout of HR policies and procedures
- Assist HR Manager to provide support and coach management to ensure compliance to employment practices at m2m.
- Support the implementation of HR policies and guidelines, interpreting local employment law and relevant legislation
- In consultation with the HR manager, effectively manage all disciplinary processes to limit the risk to the organisation.
Recruitment, Remuneration and Benefits (20%)
- Reconcile the benefits statement with VIP benefits report
- Support the Implementation of the country recruitment process in a timely and strategic manner.
- In collaboration with the HR Manager implement and manage the in country induction process
- Support the orientation of newly hired staff
- Assist the on-boarding and off-boarding processes at a country level
- Support the processing of terminal benefits
Performance management, Talent management and Wellness management (20%)
- Support the implementation of the performance management process and performance contracts
- Support the implementation of the country wellness activities aligned to the organisational wellness plan.
- Manage in collaboration with line managers the performance management process at the field level
- Assist HR Manager to Manage the engagement of the service provider to provide wellness activities
- Initiate the morale boosting activities
Systems and HR processing (20%)
- Support the HR Manager in the implementation of well-developed and clearly documented HR processes in country.
- Support HR Manager to Ensure the HR services across HR channels (HR premier, ESS, Silversoft) are accurate and data integrity is maintained on all employee files and administrative documents.
- Coordinate with line manager to Prepare and complete an accurate Country Summary Spreadsheet (CSS) for timeous submission to HR head office to ensure salary and benefit payment processing
- Support in-country HR audit and provide relevant document as needed to support the HQ Audit
Job Requirements
Qualifications and Experience:
- Higher diploma in HR Management/ A Bachelor’s degree is advantageous preferably in Human Resources Management (HRM) or a related field
- 3 – 4 years relevant experience as a human resources generalist in Lesotho; preferably 2 years’ experience in an NGO environment
- Experience in recruitment and selection, performance management processes and methodologies, employee relations and team development
- Knowledge of employee benefits, reward management and labour law in Lesotho

- Ability to analyse and diagnose problems, identify and recommend the appropriate solutions
- Ability to influence and interface with staff at all levels
- Ability to work in a fast-paced environment with multiple competing priorities
