Partners In Health- Lesotho (PIHL) is looking for a competent candidate to fill in the following position (s):

Job Title: Health Care Reform Program Lead
Reports to: Chief Medical Officer
Duty Station: Maseru

Position Overview:
The health reform program lead is a supervisory position in charge of PIH’s efforts to accompany the Ministry of Health (MOH) in improving health service delivery and health outcomes.
The health reform program lead is expected to supervise PIH’s health reform team and provide continuous technical support to District Health Management Teams (DHMT) and Primary Health Care (PHC) facilities.


The health reform program lead is also expected to be part of technical working groups to support the Ministry of Health on development of clinical guidelines, standard operating procedures (SOPs), policies, and strategies.


Key responsibilities include but are not limited to:
Team leadership and management
• Lead a multi-disciplinary team of clinical and non-clinical staff
• Manage health system strengthening projects supported by PIH Lesotho
• Lead preparations and costing of annual work plans
• Represent the PIH Lesotho health reform team in high level internal meetings and meeting with stakeholders
• Manage and facilitate professional development of growing health reform team
• Prepare monthly, quarterly and annual reports
• Develop and maintain positive relationships with key counterparts in partner organizations, including Ministry of Health, other NGOs and community leaders


Technical work
• Provide Technical Assistance (TA) to DHMTs and Ministry of Health (MOH) in the design and implementation of Health System Strengthening (HSS) interventions including people-centered and integrated primary healthcare services.
• Provide TA on planning, development of clinical guidelines, SOPs, health policies and strategies,
• Implementation and supervision of high-quality, people-centered primary health care delivery services
• Assistance in the integration of healthcare services across public health, primary healthcare, hospital care, and community care.
• Provide technical assistance to the DHMTs on implementation of innovative health interventions and strategies to achieve universal health coverage
• Review quarterly and annual performance of different health programs and support DHMTs to develop improvement strategies for any poorly performing areas
• Supervise and mentor primary health care coordinators and their district-based teams
• Attend relevant monthly program sector technical coordination meetings in district, facilitating technical/coordination discussions with PIH management to ensure that needed support is provided
• Provide technical assistance to support implementation of health systems strengthening projects to ensure that all deliverables are met
• Participate and contribute to strategic meetings that aim to advance health service delivery and accompany to the MOH to achieve its priorities and objectives
• Actively participate in resource mobilization and research activities lead by the organization’s management
• Perform any other duties that may be assigned by the Chief Medical Officer or the senior management.


Qualifications and Experience
Technical competencies

• Medical doctor from fully accredited institution in country of origin
• Masters of Public Health (or another relevant post graduate degree) preferred
• Ability to work independently and effectively in high-impact, fast-paced environment and handle multiple requests simultaneously
• High levels of proficiency in Microsoft Word, Excel, PowerPoint, and internet applications


Managerial competencies
• Prior experience of working in the health system of Lesotho
• Minimum of seven years of experience in working in the field of health system strengthening
• Minimum three years in managerial position
