REQUEST FOR PROPOSALS (RFP) FOR THE FEASIBILITY STUDY FOR ESTABLISHMENT OF A CENTRAL PROVIDENT FUND FOR PUBLIC OFFICERS

The Government of the Kingdom of Lesotho (GOL) intends to establish a contributory Central Provident Fund (CPF). The GOL established Public Officers Defined Contribution Pension Fund (PODCPF) in 2008 to which both the employer and employees contribute. The employer contributes 6.2 % and employee 5% towards gratuity, total and permanent disability and pension.
The initial plan was to extend coverage to include housing scheme, medical aid, education loan and a saving scheme in the second phase of implementation stage. However, the second phase has not been explored hence a feasibility study for establishing viability of the expansion of the Fund and modalities for including the proposed benefits. The study will involve consultations with public officers, public institutions including the PODCPF and benchmarking with other countries beyond the SADC region where a similar Fund exists.
It is, therefore, against this background that the Ministry of the Public Service requests proposals from eligible Consultants and or firms to undertake feasibility study for establishment of a central provident fund for public officers.

A complete set of bidding documents in English must be purchased on the submission of non-refundable fee of Five Hundred Maloti (500) from Ministry of the Public Service.
Proposals (both technical and financial) must be delivered separately and deposited in the tender box situated at the 1st floor, Sun Gardens Unit 1 next to the Procurement Office Room 1014 on or before 12:00 noon on FRIDAY 02nd AUGUST 2024.
Electronic submissions will not be permitted. Late proposal will be rejected. Proposals will be opened publicly in the presence of the Consultants or their representatives who choose to attend in person at 2nd floor Boardroom, Sun Gardens Unit 1 at 2:30 p.m. on FRIDAY 02nd AUGUST 2024.
The Technical Proposal must be submitted in four (4) copies and an original in a sealed envelope clearly marked “CONSULTANCY TO UNDERTAKE FEASIBILITY STUDY FOR ESTABLISHMENT OF A CENTRAL PROVIDENT FUND FOR PUBLIC OFFICERS”, bearing no external marks as to the identification of the Consultant.
The Financial Proposal must be submitted in a sealed envelope clearly marked “CONSULTANCY TO UNDERTAKE FEASIBILITY STUDY FOR ESTABLISHMENT OF A CENTRAL PROVIDENT FUND FOR PUBLIC OFFICERS”, bearing no external marks as to the identification of the Consultant.
