Data Analyst
for the Government of Lesotho’s National Information System for Social Assistance (NISSA) and Management Information System for Social Assistance (MISSA)

  1. Background
    The Ministry of Gender, Youth and Social Development (MoGYSD) with the assistance of the European Union Delegation to the Kingdom of Lesotho and UNICEF has developed the National Information System for Social Assistance (NISSA) and the Management Information System for Social Assistance (MISSA) to manage its social assistance programmes. The systems are web-based and run on a Microsoft platform and work in conjunction with a mobile application that was developed to facilitate timely data collection and entry.

The NISSA/MISSA system needs to be managed and supported by different technical officers for it to produce intended results for the programmes and one key position is the Data Analyst.

  1. Objectives
    The general objective of the Data Analyst position is to organize, process, analyze and present data to extract valuable insights that should support informed decision-making processes. The Data Analyst is responsible for ensuring highest levels of data accuracy, quality and privacy as well as promoting the use of the NISSA data within MoGYSD, by other government institutions and development partners and implementers in the country.
  2. Data Analyst duties and responsibilities
    3.1 Conducts assessments of data requirements and specifications of MoGYSD management, social assistance programme implementers and other NISSA/MISSA users and assesses data availability and accessibility.
    3.2 Identifies and recommends system enhancements and modifications in consultation with system users to ensure system’s capacity to meet data requirements and specifications.
    3.3 Supports draftingέupdating of policies, standard operating procedures and user manuals to ensure alignment with data requirements and specifications.
    3.4 Develops data governance protocols to ensure data security/privacy and protection, integrity and accessibility in alignment with international good practices.
    3.5 Uses statistical and other relevant tools to identify, analyse, and interpret data, data patterns and trends (paying special attention to data sensitivity to issues of gender, disability and children and others), for informed decision making.
    3.6 Builds the capacity of NISSA/MISSA users at national and districts levels in appropriate and relevant data extraction, analysis and presentation.
    3.7 Conduct periodic and regular assessment to ensure data quality (accuracy, consistency etc) and reviews case error statistics to evaluate and/or recommend corrective actions related to system design and use.
    3.8 Designs/builds (and/or supports/design of) user-friendly features for data visualization platforms/dashboards that support geo-spatial mapping and quick generation of reports.
    3.9 Prepares and disseminates NISSA/MISSA data communication materials including newsletters, data briefs, flyers, FAQs etc to enhance availability and use of the system data.
    3.10 Prepares NISSA/MISSA data analysis plans, set priorities and performance indicators as well as year-end assessments, reviews and reporting.
  3. Data Analyst requirements and qualifications
    • Bachelor ‘s Degree in Statistics, Computer Sciences with a major in statistics, Information Systems or equivalent qualification in computer related discipline.
    • Minimum 5 years’ experience in data analysis including statistical data analysis.
    • Excellent experience working with data in relational databases like SQL Server, MySQL etc.
    • Statistical Software Experience: SPSS, SAS, or STATA.
    • 2 years’ experience using Business Intelligence tools: Tableau, Power BL
    • Experience with database management
    • Proficiency in using the Data Analysis tools: Microsoft Excel, SQL, R, Python.
    • Knowledge of Social Assistance Programs and Social Registries will be an added advantage.
  4. Skills
    • Ability to work under pressure and meet schedules and deadlines.
    • Willingness to work in districts and hard to reach places when necessary.
    • Good interpersonal and team-work skills.
    • Excellent data presentation skills in multiple formats and using diverse data visualization tools.
    • Attention to details and data quality/integrity consciousness.
    • Strong skills in data visualization and creating interactive dashboards.
    • Advanced proficiency in data analysis and statistical methods.
    • Ability to translate complex data into actionable insights.
    • Experience with data cleaning and pre-processing techniques.
    • Fluency in both English and Sesotho is a must.
  5. Duration of the contract
    The duration of the contract will be two (2) years.
