DESIGN MORNITORING AND EVALUATION COORDINATOR
LOCATION- SOUTHERN REGION AREA PROGRAMS

PURPOSE OF THE JOB
World Vision Lesotho is seeking a Design Monitoring and Evaluation Coordinator under the DM&E Department to provide DME technical support to WVS programmes and. This position will lead the Design, monitoring & evaluation activities for the national office at regional level to ensure adherence to all Partnership standards and guidance on DME (including WV’s Approach to Development Program Guidance, LEAP, CWB objectives reporting, etc.) are adapted and applied within the Area programs and projects.
MAJOR RESPONSIBILITIES
Contribute to the assessment process:
scoping the assessment plan,
Ensuring that key areas of the technical approach are covered in the assessment
Lead the development of the design :
Identify the key objectives of the technical programme that address the needs highlighted in the assessment, using the requisite technical approach,
In collaboration with Team Leaders( AP Coordinators/Regional programme managers / TP Managers) Develop the details of the programme design, based on the generic logframe in the technical approach,
Support Development of a feasible multi-year budget and staffing plan in collaboration with key finance and area programme staff and Finalise the design document in collaboration with DME Manager and plan for the baseline measurement
Facilitate use of the monitoring system:
Support area programme teams to develop integrated annual monitoring plans,
Ensure contextualised partnership monitoring guidelines, including monitoring for CWB targets, are applied appropriately,
Work with area programme technical staff and team leader to finalise targets, Coordinate monitoring processes and activities across the area programmes,
Provide on-site and at-distance encouragement and support to local staff as they conduct monitoring processes and activities ,
Support local programming staff to identify and resolve issues and challenges in monitoring systems, with relevant community level staff, Verify progress results collated from local programming areas in regular reporting
Develop monitoring and evaluation plan
Identify key areas for monitoring according to the logframe
Identify methodologies for measuring indicators using participatory methods where possible
Work proactively with key staff to develop detailed monitoring plan for the technical area, ensuring clarity of roles and responsibilities
Share monitoring and evaluation plan with key stakeholders and incorporate their feedback
Seek approval for monitoring and evaluation plan from program design team lead.
Develop monitoring tools
Locate and adapt or develop tools and methodologies to meet the generic programme requirements.
Support the local programming areas and communities to contextualise tools as required.
Review and test the tools to ensure that data will be reliable, and modify them based on testing
Communicate and utilise monitoring data
Collate monitoring data from across local programming areas to show progress towards the NO strategy and KPIs
Format monitoring data for technical programme managers so that it is relevant for different stakeholders
Provide technical support to local programming teams so that they can utilise their monitoring data with different stakeholders
Support technical programme managers to use monitoring data to adapt or refine programmes
Support technical programme managers to consistently and systematically refer to key monitoring data in the development of strategic and programmatic priorities
Facilitate learning and better practice in monitoring
Support area programme teams to design and facilitate reflection and lessons learned sessions in relation to monitoring activities
Support local programming teams to set up complaints and feedback mechanism
Facilitating monitoring teams to identify own strengths and areas for improvement, to ensure accountability
Support local programming teams identify bottlenecks in monitoring and implement strategies for addressing them
Plan baselines and evaluations
Facilitate scoping with key stakeholders, including ToR, strategic indicators, and to clarify what information is needed for each indicator
Develop budget, staffing plans and schedule,
Develop the basic information sheet to clarify and summarize key information from the plan
Plan the logistics for the training of data collectors and the data collection in the field in accordance with ToR
Develop sampling plan and coordinate with field staff to inform relevant community members, including children
Coordinate with field staff and partners to ensure the appropriate timing schedule for data collection and feedback
Manage data collection
Develop data collection plan which adequately supports the data collection process
Recruit and train data collections and data entry clerks to ensure quality data is collected and entered
Ensure the data collection process runs smoothly including the selection of the sample, the use of tools, and logistics
Manage the safe storage of collected data and ensure policies and protocols for data protection are adhere to
Analysis and interpretation
Manage the analysis and interpretation process of both qualitative and quantitative data to ensure quality throughout
Ensure data is correctly cleaned and prepared prior to analysis
Ensure each indicator is analyzed according to the indicator detail sheets and is calculated correctly, using the appropriate software
Facilitate critical reflection to interpret the findings in context, using thresholds and national or regional level data where appropriate for comparison
Ensure data sets and calculation of indicators is stored in the appropriate information management systems
Utilisisation and Use of findings
Share the preliminary findings with community members, staff and partners using appropriate means, to validate the findings and seek feedback on the process
Facilitate reflection and learning with staff and partners to refine our interpretation of the findings once they have been validated
Write the baseline or evaluation report using validated data to highlight key findings and generate recommendations
Develop products appropriate for different audiences to share the findings and recommendations
Ensure the findings in the report form the basis for subsequent redesigns and decision making and review of technical approaches
Support AP “Transition planning
Facilitate transition and sustainability event
Reviewing project’s preparedness for transition
Review Ap transition plans
Track implementation of transition plans
Capacity Building of frontline staff
Build capacity of field level staff including volunteers and partners on DME
Support horizon implementation within Area development programmes.
Ensure progress reports are high quality and complete before they are send to donors/SO
Supporting planning and budgeting process
Support ADP staff in organizing Review Meetings and learning events
KNOWLEDGE, SKILLS AND ABILITIES
1. Bachelor of Arts in social sciences with major in statistics, demography or related field
2. Training in Information technology, monitoring and evaluation and database management
3. Ability to carry out Quantitative and Qualitative data analysis using Microsoft programs including Word, Excel, Access and statistical analytical packages including SPSS and Stata, Atlas.ti. Nvivo or epi info.
4. Ability to work to deadlines and attention to detail
5. Previous experience in similar role
6. Previous experience in humanitarian organization setting is added advantage
7. At least 3 years’ experience in Monitoring and Evaluation in an NGO environment
8. Experience in Programme Design including development of Logical Frameworks and indicators
9. Experience in Database development, management and programme monitoring
10. Experience in Programme Evaluations, including development of evaluations, data collection, and management of consultants and reporting.
11. Experience in report writing (management and donor reports)

Working Environment / Conditions:
Work environment: Office-based with planned travel to the field
Travel: 30% Domestic/international travel is required.
On call: 25%
