Digital Systems Coordinator for the Government of Lesotho’s National Information System for Social Assistance (NISSA) and Management Information System for Social Assistance (MISSA)
- Background
The Ministry of Gender, Youth and Social Development (MoGYSD) with the financial and technical assistance of the European fnion Delegation to the Kingdom of Lesotho and UNICEF has developed the National Information System for Social Assistance (NISSA) and the Management Information System for Social Assistance (MISSA) to manage its social assistance programmes. The systems are web-based and run on a Microsoft platform and work in conjunction with a mobile application that was developed to facilitate timely data collection and entry.
The NISSA/MISSA system needs to be managed and supported by different technical officers for it to produce intended results for the programmes and one key position is the Digital Systems Coordinator.
- Objectives
The general objective of the Digital Systems Coordinator is to ensure the optimum functioning and use of the NISSA/MISSA through appropriate design, assessment and recommending regular upgrading to keep up with evolving technology and global trends and practices, ensuring system stability and security, capacity building of NISSA/MISSA end users and promotion of the use of the system within MoGYSD, by other government institutions, development partners and implementers in the country. - Digital Systems Coordinator duties and responsibilities
3.1 Applies system-analyst techniques and procedures to assess, identify, and recommend system enhancements and modifications in consultation with IT analyst programmers and system users.
3.2 Support in elicitation, validation and documentation of both functional and non-functional requirements for IT solutions
3.3 Develops a strategy and plan for system improvements/enhancements including methods, procedures, and timeframes to meet systems functional specifications and requirements.
3.4 Maintains computer systems and programming guidelines through drafting/updating policies, standard operating procedures and user manuals and ensures regular updating of the same.
3.5 Facilitate implementation and testing of new/enhanced software/applications including creation of test scenarios.
3.6 Prepares NISSA/MISSA ICT related plans and budgets, sets priorities and performance indicators as well as year-end assessments, reviews and reporting.
3.7 Safeguards the physical and logical security and safety of NISSA/MISSA ICT environment and infrastructure and actively monitors risks and threats to the ICT environment or infrastructure and takes and/or recommends appropriate action.
3.8 Advises MoGYSD management on compliance with the government ICT and data regulatory requirements, i.e., data collection and handling of sensitive information or personally identifiable information, telecommunications licenses, use of specialized equipment for data collection such as satellite imaging and GIS coding etc.
3.9 Conducts periodic assessments of systems technology and infrastructure to evaluate trends and identity potential risks including system failure and security breaches and takes necessary action or recommends timely corrective action to mitigate the risks.
3.10 Develops and implements global standards of data backup including development of business continuity and recovery plans in case of system failures. - Digital Systems Coordinator requirements and qualifications
• Bachelor ‘s Degree in Computer science, Information systems or equivalent qualification in computer related discipline. Having a Master’s Degree will be an added advantage.
• Minimum 7 years’ experience in systems design, programming and/or systems software and support.
• Vast experience in Software Development Life Cycle (SDLC) including experience in C#, ASP.net, JavaScript, JQuery etc.
• Experience in project tools and methodologies like Jira, Microsoft Project, Agile
• Programming experience in Windows .NET Framework, including VB.Net and ASP.Net is preferred.
• Database design/administration experience (design, implementation, modification etc).
• Experience working with data in relational databases like SQL Server, MySQL etc.
• Ability to recognize and resolve system related problems; work independently and make necessary decisions throughout the systems process within department guidelines.
• Project Management Certification will be an added advantage.
• Certification in system administration or related fields is a plus.
• Version Control experience: Git
• Knowledge of Social Assistance Programs and Social Registries will be added advantage. - Skills
• Ability to work under pressure and meet schedules and deadlines.
• Must have good interpersonal and communication skills to develop and maintain effective and appropriate working relationships.
• Must be availableέ to work in districts and hard to reach places when necessary.
• Must be able to work in a diverse team with IT and non IT professionals.
• Proficiency in managing and securing Management Information Systems.
• Familiarity with network and system security best practices.
• Strong project management and organizational skill.
• Strong knowledge of system integration and administration.
• Must have strong analytical skill.
• Fluency in both English and Sesotho is a must. - Duration of the contract
