Applications are invited from suitably qualified candidates for the following positions tenable in the Ministry of Health.
JOB TITLE: DIRECTOR ADMINISTRATION
GRADE: J
NO. OF POSITION: ONE (1)
RESPONSIBLE TO: PRINCIPAL SECRETARY
JOB SUMMARY
Under the general supervision of the Principal Secretary, the incumbent is responsible for overall supervision of the administration function of the Ministry and also responsible for management and coordination of budget preparation process and implementation thereof. Management and administration of ministerial assets; promotion of health and safety at the workplace and staff supervision.
MAIN DUTIES
- POLICY FORMULATION
1.1 Directs development of policy and legal frameworks
1.2 Lead development of policy guidelines
1.3 Ensures development of Procedure manuals
1.FINANCIAL MANAGEMENT AND BUDGET CONTROL
1.1 Collaborates with HOD’s for development of the Ministerial budget and ensures its effective implementation.
1.2 Controls procurement of ministerial assets to ensure proper utilization of Governments funds.
2 MANAGEMENT AND ADMINISTRATION OF MINISTERIAL ASRETS
2.1 Consolidates report on inventory of all ministerial assets and equipment regularly
In preparation of any surprise audit checks for control purposes.
22 Develops guidelines for management of physical resources
2/3 Manages Ministerial feet and other office equipment and ensures that they are properly maintained
2,4 Oversee management of the Registry for proper record keeping and mail circulation
- PROMOTION OF HEALTH AND SAFETY THE WORKPLACE
3.1 Monitors health and safety in different department to ensure that each follows related ergonomics needs: such as proper lighting, heating facilities. safety with machinery use and carefulness with chemical use.
3.2 Ensures that health and safety rules are enforced for staff
4.SUPERVISION OF STAFF
4.1 Holds regular meetings with all Ministry’s Administration staff to discuss issues of mutual interest and concern.
4.2 Appraises Administration staff in line with the new performance Management System.
4.3 Consolidates quarterly and annual reports
4.4 Ensures that induction programmes are conducted to familiarize newly appointed staff with departmental objectives and activites.
- COMMUNICATION
5.1 Ensures smooth internal and external communication
JOB SPECIFICATION
Master’s degree in Public Administration/Management/Business or any relevant Social Sciences plus three (3) experience as Administration Officer.
OR
Post -Graduate Diploma/Honours/Bachelor’s degree in Public
Administration/Management/Business or any relevant Social Sciences plus five (5) years experience as Administration Officer.
All candidates who apply for positions at Grade H level and above will be subjected to assessment process as per Public Service Regulations of 2008 – Division Ill section 24 (1)
