JOB SUMMARY
To provide strategic leadership and guidance in formulation and implementation of Human Resources Policies, Strategic Rules and Regulations.
MAIN DUTIES
- TO INITIATE FORMULATION OF HUMAN RESOURCE POLICIES, STRATEGIC PLANS AND WORK SYSTEMS.
1.1 Instructs examination of existing situation to identify areas requiring review of development.
1.2 Analyses information obtained to draft HR policy, strategies and systems.
1.3 Undertakes consultations with relevant stakeholders to discuss and agree on proposed changes.
1.4 Finalizes reviewed draft and submits for consideration and approval.
Purpose: To ensure uniformity and guide implementation of HR activities. - TO COORDINATE IMPLEMENTATION OF HR POLICIES, RULES AND REGULATIONS.
2.1 Informs all head of divisions regarding HR policy developments/reviews.
2.2 Establishes feasible options for implementation of HR policies rules and regulations.
2.3 Writes direction for development of action plans.
2.4 Conducts continuous meetings and provides feedback to solve problems and monitor implementation of policies, rules and regulations.
Purpose: To facilitate achievement of objectives. - TO ENSURE IMPLEMENTATION OF HR PROCESSES AND SYSTEMS: PERFORMANCE MANAGEMENT, JOB EVALUATION etc.
3.1 Collaborates with heads of Department to develop ministerial objectives.
3.2 Guides establishment of performance standards and indicators that verify performance.
3.3 Ascertains development of annual work plans.
3.4 Oversees implementation of assessments against established objectives.
3.5 Maintains payment of salaries and incentives on the basis of contribution of performance.
Purpose: To enhance productivity and effectiveness. - TO MANAGE ACQUISITION, DEVELOPMENT, UTILISATION AND DISCIPLINE OF SENIOR MANAGEMENT OF STAFF.
4.1 Identifies suitable candidates on basis of established procedures.
4.2 Writes proposals for recruitment, development, utilization and discipline in respect of senior management to the PS for consideration and approval.
4.3 Organizes placement, orientation and training for senior management.
4.4 Directs processing of decisions pertaining to the recruitment, development, discipline and utilization of senior management.
Purpose: To ensure the availability of leaders with skills the organization requires. - TO FACILITATE COMMUNICATION, SAFETY, WELFARE AND EMPLOYEE RELATIONS.
5.1 Directs development of a communication and information network internally and externally.
5.2 Initiates the establishment of employee safety standards and welfare procedures in the work place.
5.3 Represents management in conflict negotiation and dispute resolution.
5.4 Ascertains that all statutory obligations on terms of appointment and labour disputes are adhered to.
Purpose: To promote good working relations. - TO PROVIDE INFORMATION AND GUIDANCE ON HUMAN RESOURCES MATTERS.
6.1 Researches and analyses information on HR related matters.
6.2 Prepares briefs, memorandums and writes letters/reports pertaining to HR matters on behalf of Principal Secretary.
6.3 Participates as part of the Management team to provide guidance and advice of HR related matters.
6.4 Instructs compilation, retrieval and distribution of HR data and reports on a continuous basis.
Purpose: To guide appropriate decision making and action. - TO OVERSEE MANAGEMENT OF THE HUMAN RESOURCES DISIVION.
7.1 Directs identification of divisional requirement on the basis of HR plans and objectives.
7.2 Assesses HR requirement and justifies needs against allocated budget.
7.3 Authorizes requisitions on HR related functions to control expenditure against budget.
7.4 Appraises subordinates staff in the HR division.
7.5 Attends meetings, conferences to represent the ministry in HR related matters.
Purpose: To ensure operational effectiveness of the HR division.
JOB SPECIFICATION:
Masters in Human Resources Management/Industrial Psychology or any other related discipline plus two (2) years relevant working experience as a Human Resources Manager or Manager in any related disciplines. Experience in managing the HRIS function will be an added advantage.

Post graduate Diploma/ Honours in Human Resources Management/Industrial Psychology or any other related discipline plus three (3) years relevant working experience as a Human Resources Manager or Manager in any related disciplines. Experience in managing the HRIS function will be an added advantage.
OR
BA Degree in Human Resources Management /Industrial Psychology or any other related discipline plus five (5) years relevant working experience as a Human Resources Manager or Manager in any related disciplines. Experience in managing the HRIS function will be an added advantage.
