Applications are invited from suitably qualified candidates for the following positions tenable in the Ministry of Health.

JOB TITLE: DIRECTOR PLANNING
GRADE: J
NO. OF POSITION: ONE (1)
RESPONSIBLE TO: PRINCIPAL SECRETARY

JOB SUMMARY
Under the general supervision of the Principal Secretary of the Ministry of Health. the incumbent will oversee Policy Formulation and Strategic Planning, budgeting: coordination of Aid and partners and building capacity of the department. The incumbent is responsible for coordination of health sector strategic plan:
Institutionalizing National Health Accounts: overseeing development and implementation of sector partnership agreements. and overseeing formulation and implementation of sector development programmes.

MAIN DUTIES

  1. COORDINATE HEALTH POLICY DEVELOPMENT WITHIN THE SECTOR
  • Directs the development and undertaking of regular review of sector policies
  • Directs the development and updating of sector PPP Policy/guidelines
  • Directs the development of Code of Conduct
  1. OVERSEE COORDINATION AND DEVELOPMENT OF STRATEGIC PLAN FOR THE SECTOR
  • Pursue innovative solutions to health problems in order to improve performance of the health system
  • Ensure programmes and departmental plans and guidelines are in line with Health Policy
  • Oversee development and review of long and short term health sector plans are in line with-Vision 2020. NSDP. Health Objectives and Priorities
  1. INSTITUTIONALIZING NATIONAL HEALTH ACCOUNTS
  • Supervise resources use and linkage to health outcomes
  • Reorient health financing strategies to ensure the financial sustainability of health systems
  • Incorporate accurate health expenditure estimates into the health care decision making
  1. BUILDING CAPACITY OF THE DEPARTMENT
  • Checks that the training plan of the department fits the plans of the fits the plans of the Ministry of Health
  • Supervises the staff of the department to ensure maintenance of good discipline and performance
  • Chairs weekly meetings of the staff of the department in order to follow up on day to day process of the unit
  1. OVERSEEING ALTERNATIVE HEALTH FINANCING OPTIONS ADOPTED BY THE SECTOR
  • Supervises the assessment of the feasibility of starting up the Social Health Insurance or any other financing option
  • Interpret annual summary reports for the decision making
  • Describe procedures for the health financing management terms supervision visits
  1. OVERSEEING DEVELOPMENT AND IMPLEMENTATION OF SECTOR PARTNERSHIP AGREEMENTS
  • Ensures Review and Monitoring of respective MOU’s with health sector partners
  • Ensures compliance with the terms of Health MOU”s and Operating
    Agreements
  • Ensures compliance with periodic reviews and updating of the subvention
    Skill: Institutional Analysis and Policy Formulation. Leadership Skills. Communication SKills.
  1. COORDINATION OF AID AND PARTNERS
  • Develop and annual calendar of events and granted support by different partners
  • Works closely with development partners and implementing partners for proper coordination of support and coordinated implementation
  • Maintain a database of external funding
  • Monitor progress on door funded projects

RESPONSIBILITY
For Work of Others: Directs and supervises Policy Formulation and Strategic Planning and Public Private Partnership.
Property: the incumbent is responsible for equipment. materials and finance
For Effect of Errors: the incumbent is responsible for the correctness of information flowing from the department

COMPLEXITY
Authority for decision making: the incumbent has the authority to make final decision for the department
Problem Solving: the incumbent has to resolve problems encountered when performing her duties

Supervision received: the incumbent is expected to work independently to a certain extent but refers to Principal Secretory for guidance and approval of the activities of the department

Mental Effort: The job requires careful analysis of policy, reading reports. scrutiny of the budget and proposals for new programmes/ projects. These need concentration.

Emotional Effort: The job involves dealing with different characters that do not necessarily will share similar or have same level of understanding issues. This requires understanding and tact to avoid conflict.

JOB SPECIFICATION
Master’s Degree In Economies: Policy, Planning and Financing or related Social Sciences with three (3) years’ experience as Chief Economic Planner or In a related management position.

OR

Post graduate/Honors In Economics/Health Economics/ with eight (8) years’ service at the level of Chief Economic Planner and should have demonstrated professional ability, Initiative and competence.
