JOB SUMMARY
The incumbent is responsible for formulation of Training & Development policies and monitors their implementation to contribute to the availability of adequate, suitably qualified and highly productive personnel in the civil service.

MAIN DUTIES

  1. To coordinate the training and development activities in the civil service in order to ensure the relevance of training to the Ministerial and overall national development programme.
  2. To develop and implement bonding agreement for civil servants who have been on long term training.
  3. To disseminate information across the civil service, on available training opportunities locally and abroad in order to facilitate choice of appropriate and relevant training that addresses identified training needs within the ministry.
  4. To review and update Human Resources development policies, rules and regulations in order to ensure their relevance conformity to improved standards in the practice of the Human Resources development function in the civil service.
  5. To develop and institutionalize, in Ministries, a post-training evaluation system to assess the impact of each training programme the performance of employees.
  6. To coordinate civil service relevant Human Resources development activities of the national management development institutions in order to facilitate their effective and timely response to the training needs of the civil servants.
  7. Oversees the cost effectiveness of all types of training.

JOB SPECIFICATION
Masters in Human Resources Management/Business Administration – Human Resources/Organisational Development or any other related discipline plus two (2) years working experience at Managerial level with experience in managing the HRIS function.
OR
Post-graduate Diploma / Honours in Human Resources Management / Business Administration – Human Resources / Organisational Development or any other related discipline plus three (3) years working experience at Managerial level with experience in managing the HRIS function.
OR
BA Degree in Human Resources Management / Business Administration – Human Resources / Organisational Development or any other related discipline plus five (5) years working experience at Managerial level with experience in managing the HRIS function.

OTHER RELEVANT KNOWLEDGE

  1. Knowledge of rules and regulations governing the civil service
  2. Knowledge of training needs assessment.

RESPONSIBILITY
The incumbent has responsibility for directly supervising the entire divisional staff from the Deputy Director to the Training officer.
