LESOTHO LOWLANDS WATER DEVELOPMENT PROJECT III

VACANCY FOR THE POSITION OF ENVIRONMENT OFFICER

The Lesotho Lowlands Water Development Project Phase III (LLWDP III) invites applications from suitably qualified Lesotho nationals for the position of Environment Officer.

1. OBJECTIVE OF THE ASSIGNMENT

The Environment Officer will work for the LLWDP III to manage all environmental management aspects of the Project, in particular the undertaking, implementation, reporting and monitoring of environmental assessments to ensure highest quality standards in environmental protection and mitigation activities.

2. PERFORMANCE AREAS

1. Develop terms of reference for Environmental assessment and monitoring plans required to inform the project during preparation and implementation

2. Work in close collaboration with, and provide comprehensive support to consultants engaged to undertake the Project’s Environmental assessments

3. Ensure that technical proposals for Environmental assessments conform to the National laws and the Project Financiers’ guidelines/safeguards

4. Liaise with the Resettlement & Compensation Officer to ensure inclusion and review of the Environmental and Social aspects in the Environment and Social Impact Assessment (ESIA) as well as the site specific Environmental and Social Management Plans (ESMPs) in line with the National Laws and the Project Financiers’ guidelines/safeguards

5. Prepare and submit Annual work programme for Environmental activities and produce periodic (monthly, quarterly and annual) reports on activities undertaken by Environment Office (EO) to inform management and to track progress for accountability and performance monitoring

6. Undertake review of all environmental assessments to ascertain quality of the product and the accuracy of data and presented facts, and compliance to all the National laws, and the Project Financiers’ guidelines.

7. Distribute ESMPs to all engaged Contractors and Consultants for compliant implementation thereof.

8. Develop and update monitoring tools to supervise implementation of ESMPs

9. Oversee orientation and training of contractor’s employees engaged in the project to ensure that environmental mitigation measures are fully comprehended and adhered to.

10. Engage with stakeholders on development, implementation and monitoring of Environmental instruments that include ESIAs, ESMPs, Environmental Flow Management Plans (EFMPs), Integrated Catchment Management Plans (ICMPs), Cultural Resources Management Plans (CRMPs) etc.

11. Undertakes training on Environmental, Health and Safety issues for staff at all levels and other implementing agencies.

  • Facilitate planning, implementation and monitoring of the Sanitation Services Improvement Component aimed at providing support to strengthening Water, Sanitation and Hygiene (WASH) service delivery

13. Promote reforestation and catchment management activities empowering communities to get involved in these activities during and after project implementation.

5. DURATION

The duration of the assignment is THREE (3) YEARS.

6. QUALIFICATIONS & EXPERIENCE

1. Degree in Environmental Studies with a minimum of 5 years’ experience in the environmental management field.

2. Possession of a Valid Driver’s License with at least two years’ driving experience in the Lesotho terrain.

3. Experience in working with projects funded by the Government of Lesotho and/or International Financiers will be an added advantage.
