mothers2mothers (m2m) is an African Primary Health Care organisation that employs women living with HIV as community health workers across 10 African nations. These “Mentor Mothers” deliver integrated health services at clinics and in communities to ensure everyone, everywhere, has access to the services they need to be healthy and stay in care. Over the next five years, this proven, peer-led model is being scaled up to double down on ending HIV, as well as to tackle new health challenges and reach more people – all with the aim of building a fairer, healthier future. The employment of local women as community health workers means that we are delivering a model that prioritises healthcare for families who need it most, delivered by women who know them best. Since its creation in 2001, m2m has created jobs for nearly 12,000 women living with HIV in sub-Saharan Africa and, together, they have reached over 15M people with critical health services and education. In 2021, m2m reached over 1.6M people across 10 African nations, including 402,616 adolescents (ages 10-19) – 51% more than the year before. m2m also advanced the Global Goals of ending HIV/AIDS by 2030 – by achieving virtual elimination of mother-to-child transmission of HIV among its enrolled clients for the eighth consecutive year, and meeting all of the ambitious UNAIDS Fast-Track Targets among its clients four years ahead of the 2026 target date. Job Description

The overall purpose of the role of Grants Manager is to facilitate and enforce compliance with m2m policies and donor regulations, focusing on the management on sub grantees in country. This includes the preparation and processing of documents and the disbursement of funds. This position will oversee the compilation, review and maintenance of the accuracy of all financial information by the Grants Officers, and manage them directly. The position is based in Lesotho and reports to the Director of Financial and administration in country. The position is contingent on funding and donor approval.

Key Performance Areas:
Budgeting and Reporting 

  • Work directly with the Lesotho Director of Financial and administration to coordinate reporting, audit responses, and other grant-related activities.
  • Serve as a resource and liaise directly with the sub grantees during the annual budget process.
  • Interact with various departments in order to monitor performance of sub grantees.
  • Monitor budget vs actuals and on under or over spends.
  • Develop and update appropriate templates to assist sub grantee reporting. 
  • Compile analyses of sub grantees on a monthly basis and monitor cash flow projections. 

Grants and Contracts Management 

  • Conduct regular compliance meetings to review fiscal and performance activities, and provide information to sub grantees to adjust spending appropriately.
  • Work with the Head Office Grants and Compliance team to negotiate awards, no cost extensions, carry‐over of funds, changes in key personnel, and other project modifications.
  • Process award documents, sub grant agreements, MOUs and similar documents. 
  • Assist to ensure data integrity and knowledge management of awards.

Compliance and administration 

  • Work closely with Head Office Grants and Compliance team to be up to date on all m2m policies.
  • Develop materials and provides training and oversight to facilitate the preparation of reports and documentation required by grantors
  • Regular training of Lesotho staff (and sub grantee staff if required) on grants and compliance matters.
  • Ensure sub-grantee compliance with donor requirements regarding disbarred vendors, purchasing regulations, equipment inventory, and close-out documents
  • Provide direct assistance to the Head Office Grants and Compliance team in the formulation and implementation of organisational policies and procedures as they affect the administration of sub-grant projects. 
  • Document and produce reports and letters relating to sub grantees performances (including negotiation memorandums for award documents).
  • Conduct site visits to monitor sub-grantee performance.
  • Interact with various departments in order to monitor performance of sub-awardees.
  • Line Manage Grants Officers on their daily activities, and ensures they are trained in all grants policies and procedures.
  • Stakeholder engagement
  • Maintain and build relationships with external stakeholders (funders, government, auditors, etc.)

Ad Hoc 

  • Assist the Head Office Grants and Compliance team with ad hoc duties as required.
  • Assist the Director of Financial and administration with audit preparation

Job Requirements

Qualifications and Experience:

  • Bachelor’s degree in Accounting, Business, Public Administration or relevant field preferred. 
  • A minimum of 5 years relevant experience in progressively responsible experience in managing grants programs, including facilitating the completion of all administrative steps required for the implementation of the full grant lifecycle process from solicitation to award to final closeout.
  • Extensive knowledge of USAID rules and regulations, including purchasing under assistance awards.

  • Strong planning, organisational, analytical, problem solving and reporting skills.
  • Strong attention to detail, structured and process driven.
  • Excellent working knowledge of Microsoft Office.
  • Excellent interpersonal skills with the ability to work on own and within various teams.
  • Ability to manage competing tasks, prioritize tasks  producing a high level of output consistently
  • Integrity, professionalism and transparency.
  • Working independently within expressed parameters, regularly scheduled tasks and adherence to strict deadlines is essential.
  • Excellent written and verbal communication skills are essential functions of this position.
