mothers2mothers (m2m) is an African Primary Health Care organisation that employs women living with HIV as community health workers across 10 African nations. These “Mentor Mothers” deliver integrated health services at clinics and in communities to ensure everyone, everywhere, has access to the services they need to be healthy and stay in care. Job Description
The overall purpose of the role of Grants Officer is to ensure the recording and reconciliation of all sub grantee financial transactional data of the Country Office. This includes the preparation and processing of documents and the disbursement of funds. This position will compile, review and maintain the accuracy of all financial information and maintain records. The position is based in Lesotho and reports to the Grants Manager in country. The position is contingent on funding and donor approval.
Key Performance Areas:
Budgeting and Reporting
- Work directly with the Grants Manager and the Lesotho Director of Financial and administration to coordinate reporting, audit responses, and other grant-related activities, and serve as a resource during the annual budget process.
- Interact with various departments in order to monitor performance of sub-grantees.
- Conduct monthly detailed reviews and audits of sub-grantee reports and expenditures against compliance requirements and financial documents.
- Review sub grantee supporting documents against reports and budgets.
- Monitor budget vs actuals and advise the Grants Manger on under or over spends.
Grants and Contracts Management
- Assist with analysing, interpreting and applying Federal, State, and Local Government funders’ statutes, rules, and regulations regarding grant administration and implements related organisational processes.
- Serves as a resource for programmatic staff during the project development process focusing on allowable expenditures and the project budgets
Reconciliations
- Reconcile cash flow projections and advise Grants Manager on the reasonability of projections.
Compliance and administration
- Work closely with Head Office Grants and Compliance staff to be up to date on all m2m policies.
- Ensure sub-grantee compliance with donor requirements regarding disbarred vendors, purchasing regulations, equipment inventory, and close-out documents
- Provide direct assistance to the Grants Manager in the formulation and implementation of organisational policies and procedures as they affect the administration of sub-grant projects.
- Process negotiation memorandums for award documents.
- Oversee the filing system for retention of manual and electronic sub-grantee records
- Conduct site visits to monitor sub-grantee performance
Ad Hoc
- Assist the Grants Manager with Ad Hoc duties such as reporting or other duties as required.
- Assist the Grants Manager with audit preparation.
Job Requirements
Qualifications and Experience:
- Bachelor’s degree in Accounting, Business, Public Administration or relevant field preferred.
- At least 3 years relevant experience in U.S. federal grants/contract management.
- Demonstrated experience with project management and grant management.
- Demonstrated expertise with researching, interpreting, and applying donor regulations.
