JOB SUMMARY
Under the supervision of Human Resource Manager the Human Resource Officer is responsible for the following:

MAIN DUTIES
1.0 TO UNDERTAKE HUMAN RESOURCE DEMANDS AND SUPPLY FORECAST (MANPOWER PLANNING, FUTURE CHAGES OF POLICING LAWS)

1.1 Undertakes inventory on existing jobs, workforce and training profiles, movements, structures, and labour relations.
1.2 Assesses current plans, policies and priorities for Implementation.
1.3 Determines future Human Resource needs based on inventory and plan areas.

2.0 TO UNDERTAKE JOB ANALYSIS WORK STUDIES, SURVEYS
2.1 Identifies job areas that need analysis and study.
2.2 Selects a sample for study /analysis.
2.3 States problems found in the areas studied.
2.4 Conducts job analysis and work-studies.
2.5 Writes jobs that require description and review.
2.6 Present findings and recommendations for improvements to HR procedures and systems.
Purpose: To improve organizational effectiveness.

3.0 TO HANDLE DISCIPLINARY CASES, GRIEVENCES, DISPUTES AND SAFETY OF EMPLOYEES
3.1 Advices staff on code of conduct, terms of employment and conditions of service.
3.2 Creates awareness of health and safety standards and procedures.
3.3 Attends to cases on disciplinary and grievances and counsels employees on personal/ social problems that affect work.
3.4 Investigates accidents in the workplace.
3.5 Organizes employee welfare service as prescribed by policies and procedures.
Purpose: To ensure good working relations and welfare of staff.

4.0 TO ADMINISTER TRAINING, DEVELOPMENT AND THE PERFORMANCE MANAGEMENT SYSTEM.
4.1 Consolidates the ministerial work plans.
4.2 Prepares the ministerial training plan.
4.3 Ascertains timely filling of performance appraisal forms.
4.4 Organizes workshops, conferences, seminars and keep contact with training institutions.
4.5 Assesses validity of claims on annual increments and awards based on performance.
Purpose: To ensure performance improvement.

5.0 TO OVERSEE THE RECRUITMENT, AND SUPERVISION OF THE STAFF.
5.1 Oversees maintenance of human resource information and prepares management report (staff compliment/ staff profile).
5.2 Prepares documentation for preliminary interviews
5.3 Collaborates with heads of sections to select candidates for pre-interviews.
5.4 Prepares the shortlist out of pre- interviews results for onward transmission to the Public Service Commission.
5.5 Implements Public Service Commission decisions.
5.6 Allocates jobs and monitors performance.
Purpose: To ensure availability of skilled staff and filling of positions.

6.0 TO IMPLEMENT HUMAN RESOURCES PLANS AND DECISIONS
6.1 Refers to authorized HR plans and decisions to take appropriate action.
6.2 Writes proposal, memoranda and circulars to effect HR decisions and plans.
6.3 Convenes meetings and solves problems pertaining to implementation of HR plans and decisions.
6.4 Interprets Public Service Regulations and policies relating to Human Resources issues.
Purpose: To ensure appropriate action.

7.0 TO DRAW BUDGETS AND DETERMINE EQUIPMENT REQUIREMENTS
7.1 Identifies equipment and Furniture requirements
7.2 Develops the annual HR division budget.
Purpose: To ensure effectiveness of HR division

8.0. JOB SPECIFICATION
Master’s Degree in Human Resources Management/ Industrial Psychology/ Business Administration with a major in Human Resources plus two (2) years’ experience in Human Resource field.
OR
Post graduate Diploma in Human Resources Management /Industrial
Psychology, Business Administration with a major in Human Resources plus three (3) year experience in Human Resource Field.
OR
BA Degree in Human Resources Management /Industrial Psychology, Business Administration with a major in Human Resources plus five (5) year experience in Human Resource Field.

OTHER NECESSARY SKILLS AND COMPETENCIES

  • Proven supervisory skills
  • Passing of assessment test
  • Appreciation of HR principles
  • Computer literacy
  • Interpretation of Public Services rules and Regulations
