Background

Since 2018, the Government of Lesotho (GoL) in partnership with United Nations Development Programme (UNDP) has been implementing the Lesotho National Dialogue and Stabilization Project (LNDSP). A key outcome of the dialogue process was the creation of a legal framework to safeguard the reforms implementation process and insulate it from possible interference by enacting the National Reforms Authority (NRA) Act, 2019. The NRA Act 2019 section 4 states that there is established authority to be known as the National Reforms Authority which shall have such powers [section 7 (1) – (3)] and perform such functions [section 8 (1) – (2)] as are necessary for the attainment of the objectives of this Act while section 12 (1) states that the Authority shall perform its functions within a period of one year from the date of the constitution of the Secretariat.

The National Reforms Authority is a statutory body established by an Act of Parliament (The National Reforms Authority Act No. 4 of 2019) to manage, coordinate and lead the reforms process in the implementation of the resolutions and decisions of Plenary II.

The Authority is looking for highly self – driven professionals to fill the following positions;

JOB TITLE : Human Resources & Administration Manager

PRIMARY PURPOSE OF THE POSITION
The HR & Administration Manager is a member of the senior management team at NRA, he/she will oversee the general administrative function and activities of the office. Performs a wide variety of operations duties including full-scope human resources, administrative operations, with oversight of office procurement and General IT support.

Specific Duties and Responsibilities:
• Manage the Human Resources Department
• Ensure that all policies, appointments, terminations and changes to salaries are in accordance with the NRA policies and laws of Lesotho
• Set standard operating procedures and rules for all administration, HR, and work flow
• Ensure that NRA divisions are adequately staffed at all times
• Abide with NRA Act 2019 and legislation 2020 in all aspects related
• Monitor staffing and recruitment at all levels, in order to promote a responsible gender balance across the NRA
• Oversees attendance and time management functions
• Conduct staff training needs assessment (TNA), prepare periodic training plan, follow up on implementation, as well as coordinating all internal learning sessions and in-house workshops
• Manages insurance contract and serves the point of contact between staff and insurance company
• Provides daily Human Resources information to staff regarding benefits and policies
• Maintain accurate, up-to-date personnel records for all staff, including leave, performance assessments, salaries, contracts, and personal files
• Ensure that all new staff are adequately inducted and informed of NRA human resources policies and procedures, including their rights and responsibilities
• Provides advice and support on HR policies and procedures to staff and Management
• Provides procurement support in directing purchasing officers through the process of evaluating suppliers, conducting interviews with vendors, negotiating supplier agreements and managing supplier and vendor contracts
• Supervise staff reporting to the post holder, and contribute to staff recruitment and performance appraisals

Minimum Requirements:
• Masters in Human Resources management/ Masters in Public Administration/ Masters in Industrial Relations/MBA or relates field

PLUS
• Minimum 5 years working experience in the Administrative/ Human Resources/ Working knowledge of office procurement and general IT systems and support

OR
• Bachelor’s degree in Business Administration/ Human Resources management/ Public Administration/ Masters in Industrial Relations

PLUS
• Minimum 7 Years working experience in the Administrative/ Human Resources/ Working knowledge of office procurement and general IT systems and support

CONTRACT DURATION FOR THIS POSITION IS:
• 3 Months Fixed term contract.
