JOB SUMMARY
To manage the operational effectiveness of the Human Resource Division implementation of HR policies and plans, recruitment, development, utilization, retention, working relations and effective HR systems.
MAIN DUTIES
- TO DEVELOP MANPOWER PLAN
1.1 Identifies appropriate skills required for each job established.
1.2 Establishes key result areas for key positions.
1.3 Evaluates existing employee’s potential against key result areas.
1.4 Identifies employees with potential for advancement.
1.5 Develops a ministerial recruitment, mobility, utilization and succession plan.
Purpose: To ensure the availability of the right people with the right skills. - TO MAINTAIN PROVISION OF AN EFFECTIVE EMPLOYEE RECRUITMENT, UTILIZATION AND TERMINATIONS OF SERVICE.
2.1 Identifies future staffing needs and vacancy factor.
2.2 Establishes that standards/procedures for recruitment mobility and terminations are adhered to.
2.3 Assesses and authorizes recommendations for HR recruitment, utilization and terminations.
2.4 Oversees timely processing benefits pertaining to HR terminations.
Purpose: To ensure the availability and motivation of employees. - TO DIRECT TRAINING AND DEVELOPMENT, PERFORMANCE AND CAREER MANAGEMENT.
3.1 Instructs undertaking of training needs assessments.
3.2 Compiles divisional objective and work plans.
3.3 Oversees administration of performance appraisal forms.
3.4 Authorizes incentive payments and awards in accordance with.
3.5 Approves recommendations for training requests based on ministerial objectives and training plan.
Purpose: To maximize organizational competency and effectiveness. - TO MANAGE EMPLOYEE RELATIONS TERMS OF APPOINTMENT AND CONDITIONS OF SERVICE.
4.1 Directs provision of information on terms of appointment, conditions of service and employees code of conduct.
4.2 Advises all heads of divisions on disciplinary procedures and grievances handling mechanism.
4.3 Resolves cases pertaining to grievances and disputes settlements.
4.4 Represents the employee in negotiations and dispute settlement.
Purpose: To maximize employee involvement and minimize conflicts in the workplace. - TO COORDINATE DEVELOPMENT AND IMPLEMENTATION OF HR PLANS.
5.1 Compiles identified HR needs in line with HR plans, policies and objectives.
5.2 Directs preparation of HR plans.
5.3 Consolidates the development of HR budget in accordance with plans and requirements.
5.4 Conducts consultative meeting to discuss progress on implementation of HR plans.
Purpose: To enhance achievement of agreed objectives. - TO ENSURE PRODUCTION AND RETRIEVAL OF HUMAN RESOURCES INFORMATION.
6.1 Ascertain production or records on personal information.
6.2 Directs compilation of HR information on HR activities and staff profiles.
6.3 Oversees production of reports on HR developments achievements.
6.4 Authorizes retrieval of HR information and reports.
Purpose: To ensure informed decision making and record. - TO MANAGE THE HUMAN RESOURCES DIVISION AND SUPERVISION OF STAFF.
7.1 Allocates HR tasks, rotating responsibilities, work standard and indicates to subordinate.
7.2 Appraises performance of subordinate staff and reviews performance plans.
7.3 Authorizes annual work plans in the division in accordance with set objectives.
7.4 Recommends recruitment, training and utilization of HR staff.
7.5 Conducts continuous meetings to solve problems and coordinate activities of HR function.
Purpose: To ensure operational effectiveness of the HR division. - JOB SPECIFICATION
Masters in Human Resources Management/Industrial Psychology or any other related discipline plus two (2) years relevant working experience in Human Resources and knowledge of HRIS function.
OR
Post graduate Diploma/ Honours in HRM/Industrial Psychology or any other related discipline plus three (3) years relevant working experience in Human Resources and knowledge of HRIS function.
OR
BA Degree in HRM/Industrial Psychology or any other related discipline plus five (5) years relevant working experience in Human Resources and knowledge of HRIS function.
