SpecificationTechnical Responsibilities:
- Provide technical and strategic leadership for project data analytics, informatics, M&E reporting and knowledge management.
- Supervise Aurum staff and sub-partners and ensure the strategic and functional integration of all technical areas including the biomedical prevention team and management approach. Promote a team approach that emphasizes high level performance, creative approaches, the achievement of personal and project goals and a collegial approach that is focused on assisting one another to succeed for project staff in Lesotho, as well as the support team members in sub-partner and cbo management units.
- Lead the development and implementation of an advanced analytics and M&E system to monitor progress, evaluate effectiveness, and disseminate results of project activities, outcomes and biomedical prevention activities in Lesotho.
- Develop QA/QI system and tools to assess project technical support and capacity building activities. Utilize project data to continually improve capacity building provided and project performance.
- Ensure that the site resources are organized to achieve quality data collection, recording/capturing and collation of all patient data and relevant clinical information into site databases and registers.
- Provide technical assistance to partners and staff to support the reporting process including, validation and data integrity checks, use of data to monitor service usage and program outcomes.
- Contribute to project technical and donor reports. Coordinate quarterly and annual reporting and work planning, in collaboration with and at the direction of the Director and Deputy Director.
- Manage monitoring and evaluation and systems development for PEPFAR MER reporting, and country-based HMIS systems.
- Monitor project performance against the work plan and targets, utilize data to improve project implementation, and disseminate project results.
- Lead the completion of all technical requirements, including tracking all program indicators and deliverables, and ensuring that all outcomes and objectives are met in accordance with project plan.
- Prepare and timely submit technical and M & E reports to USAID on a quarterly and annual basis.
- Develop and disseminate lessons learned and best practices.
- Represent project at relevant technical meetings, technical teams and working groups.
- Lead teams in the continuous analysis of data in databases, reports and registers for purposes of knowledge discovery, identification
Requirements
Qualifications:
- Bachelor’s degree in Public Health, Social Sciences, Epidemiology, International Development or other relevant field; Masters highly desired
- 10+ years’ work experience with at least five (5) years directly managing a team
- 5+ years’ experience monitoring and evaluating HIV and TB programs, preferably in Lesotho and/or Southern Africa
- Ability to work with large data sets and develop processes that extrapolate the data in an efficient manner
- Proven success supporting multiple work teams and delivering high quality outputs
- Ability to analyse and synthesize diverse information into manageable pieces
- Demonstrated ability moving into problem-solving mode in response to challenges
- Success working and thriving in a fast-paced, team-oriented environment effectively managing multiple priorities with tight deadlines
- Solid understanding of the USG international development health industry and performance analytics
- Ability to network effectively at all levels and influence without direct management oversight
- Demonstrated strength in problem solving and analytics and capable of driving insight to action
- Knowledge and experience with Donor funding reporting, highly preferred
- Experience with USAID and PEPFAR priorities. Experience with PEPFAR M&E systems and guidelines
- Understanding of HIV/AIDS programs/healthcare systems in resource-limited settings advantageous
- Willingness and ability to work in and travel to rural, low-resource settings
- Fluency in speaking, reading, and writing in English and Sesotho required. Other Southern African languages highly desired
- Advanced MS Word, MS Excel, MS PowerPoint. Advanced analytics skills and capabilities to include statistical analysis programs, analytic aggregation tools and data application through mobile technology
