Applications are invited from suitably qualified candidates for the following positions tenable in the Ministry of Health.

JOB TITLE: PRINCIPAL HEALTH INSPECTOR
JOB GRADE: H

RESPONSIBLE TO: CHIEF HEALTH INSPECTOR

JOB SUMMARY
Under the general supervision of the Chief Health Inspector, the incumbent is responsible for planning. developing, monitoring. evaluation and technical supervision of Environmental Health services.

  1. DEVELOPMENT AND IMPLEMENTATION OF NATIONAL ENVIRONMENTAL HEALTH POLICY
  2. Facilitates the development of policy, strategic plan. performance standards. guidelines. performance indicators and protocols for Environmental Health services.
    1.2Monitors the implementation of policy. strategic plan, performance standards. guidelines for Environmental Health services
  1. COORDINATION OF ENVIRONMENTAL HEALTH ACTIVITIES
  2. 1Recommends to the CHI all the initiatives that may enhance growth and relevance of Environmental Health profession.
    2.2 Collaborates with all other sectors to within and outside the Ministry of Health to address health determinants and the root causes of ill health in key policies across sectors.
    2.3Organize annual performance reviews for Environmental Health Department
    2.4Provide guidance for and reviewing work plans, training plans and reports submitted by districts/units and ensuring that they are sound and in line with the national goals
    2.5Lead the design. Implementation and coordination of Environmental Health Programmes/interventions
    2.6Collaborate with partners. NGOs and other ministries to assist in the implementing of both partner or Gol supported projects or programs relating to Environmental Health
    2.7 Routinely reviews and analyzes the performance of the Environmental Health Programmes and proposes relevant interventions as necessary

ESTABLISHMENT AND MONITORING OF QUALITY ASSURANCE WITHIN
ENVIRONMENTAL HEALTH
3.1Develop Environmental Health standards
3.2 Ensures routine monitoring of project and programme progress. activities, results and implementation cost against planning to ensure the actions supported by both Ministry of Health and partners are implemented effectively and efficiently
3.3 Ensures that development of programme guidance documents and tools are in line with international and national international standards
3.4Conducts supervisory visits to districts to ensure adherence with Environmental Health tools and Standards
3.5Represent Environmental Health/MoH in different platforms in matters relating to Environmental Health to advocate for health in all policies by different sectors and adherence to Environmental Health standards in all implementing sectors
3.6Promote information and experiences sharing in all aspects related to Environmental Health
3.7 Collaborates with training Institutions producing EH professionals to facilitate quality development of Environmental Health professionals.

DESIGNING AND CONDUCTING PERIODIC TRAINING OF STAFF
4.11dentifies training needs for staff
4.2Consolidates from different units within the programm and or district training plans
4.3Collaborates with Human Resource Department to ensure implementation of training plan.
4.4Designs and develops both orientation and in service programm for Environmental Health staff
4.5Instill research and innovation within staff for quality EH services
4.6Ensures continuous education and professional development of staff to meet the current needs

5.STAFF MANAGEMENT
5.1Supervise, coach and mentor the Environmental Health staff
5.2Conduct performance appraisals for EH staff under his/her supervision
5.3Advises the CHI on smooth and transparent transfers and deployment of EH staff

  1. PRODUCTION OF REPORTS
    6.1Compiles national reports from different units for Environmental Health
    6.2Submits timely reports to Chief Health Inspector

CAPABILITIES AND COMPETENCIES
7.1Demonstrated experience in leading, managing and team building.
7.2 Demonstrated knowledge and experience applying relevant legislation to undertake the key accountabilities of an Environmental Health Officer
7.3Demonstrated skills in proactive coordination, development, implementation and review of environmental health interventions
7,45xcellent interpersonal, conflict resolution, negotiation, facilitation and public speaking
7.5Possess highly developed written and verbal communications skills including the ability to communicate with a range of stakeholders, both internal and external: and
7.6Proven ability to employ good judgement and effectively utilise discretion in a regulatory environment

JOB SPECIFICATION
Bachelor’s Degree in Environmental Health plus 3 years’ experience as a Senior Health
Inspector

RESPONSIBILITIES
FOR PROPERTY: In collaboration with the Chief Health Inspector, safe guards all property that belongs to the division.
SAFETY OF OTHERS: In consultation with the Chief Health Inspector, ensures the general safety of all staff on duty for Environmental Health.
FOR EFFECT ERRORS: The incumbent is answerable for all errors committed by those under his/her supervision.
AUTHORITY FOR DECISION-MAKING: makes decision during the formulation and review of policy in consultation with Chief Health Inspector. He/she makes decision on technical matters during supervision of specialized units and districts.
PROBLEM SOLVING: Solves technical, professional and administrative problems that may arise within the division.
SUPERVISION RECEIVED: The incumbent is largely unsupervised on professional/technical matters: but occasionally he/she is supervised by the Chief Health Inspector, expected to work largely independently and to report daily activities to the public relations officer.
DEXTRCITY: This factor is minimal in this job.

CONTACTS: This job requires the Incumbent to make contacts with:

  • Meets with Chief Health Inspector daily to discuss day to day activities
  • Attends monthly management meetings
    Attends inter-ministerial committees occasionally
  • Regularly meets with Senior Health Inspector for supervision
  • Occasionally with Health Inspectors for supervision.

EFFORT
MENTAL EFFORT: Planning, monitoring and evaluation of specialized units and general running of technical aspects of the division requires considerable mental effort.
PHYSICAL EFFORT: This factor is considered to be very minimal.
EMOTIONAL EFFORT: The incumbent is expected to foster discipline among the staff as well as evaluation of competence, a factor which may affect one’s emotions.
WORKING CONDITIONS:
UNFAVOURABLE CONDITONS: Occasionally the incumbent may be expected to go out with Disaster Management Team during disasters such as disease out breaks.

HAZARDS
This factor is minimal however, the incumbent may be exposed to occasional hazards during infectious/contagious disease outbreaks.
