RE: REQUEST FOR QUOTATIONS FOR PRINT SUPPLY AND DELIVERY OF BRANDED T. SHIRT AND SESHOESHOE BAGS
1. The Government of Lesotho has allocated funds for the current financial year 2024/2025, part of this funds are to be used to procure T-shirts (700) and Seshoeshoe bags (700) for nursing Department.
2. You are now invited to submit your bids for the supply and delivery of sun hats as specified in Section VII– Schedule of bills of quantities
a) The rates quoted by the bidder shall be fixed for the duration of the contract and shall not be subject to adjustment on any account.
b) The prices may be quoted in Maloti only.
3. Validity of Bids: Bids shall remain valid for a period of not less than 60 days after the deadline date specified for submission.
4. Each bidder shall submit only one bid. Sealed bids shall be submitted in writing at the address, before the date and time mentioned in paragraph 16 below.
5. Signed bids should be submitted with any other documents required to be submitted under this invitation. You must reply by sending a sealed quotation, but the terms and conditions specified in the RFQ will take precedence over any terms and conditions stated in your submitted documents.
7. Expected delivery: Within the maximum period of two (2) weeks from the date of contract award/purchase order. For completion beyond this period, an adjustment of LSL5, 000.00 per week will be added to the tender amount.
8. It is mandatory for bidders to submit their valid tax clearance certificates from the Lesotho Revenue Authority together with their bids as well as their trader’s license.
9. Evaluation of Bids: The Client will evaluate and compare the bids determined to be substantially responsive i.e. which (a) are properly signed; and (b) conform to the terms and conditions. For the purposes of the evaluation, the rates including taxes and duties, shall be considered.
10. Arithmetic errors: Provided that the quotation/bid is substantially responsive, the Client shall correct arithmetical errors as follows:
a) if there is a discrepancy between the unit price and the total price that is obtained by multiplying the unit price and quantity, the unit price shall prevail and the total price shall be corrected.
b) if there is a discrepancy between words and figures, the amount in words shall prevail.
11. Award of contract: The Client will award the contract to the bidder whose bid has been determined to be substantially responsive and who has offered the lowest evaluated bid.
12. Notwithstanding the above, the Client reserves the right to accept or reject any bid and to cancel the bidding process and reject all bids at any time prior to the award of contract.
13. The bidder whose bid is accepted will be notified of the award of contract by the Client prior to expiration of the bid validity period.
14. Contract Conditions: Subsequent to the acceptance of the bid, the agreement between the selected bidder and the Client shall be governed by the Agreement and Conditions of Contract.
15. Payment shall be made in as follows:
100% of the Contract Price shall be paid after delivery within thirty (30) days.
16. There will a questions and answers meeting on the 3rd July 2024 at 11:00 a.m in Procurement Unit
17. You are requested to provide your offer latest by 12:00 noon (local time) on July 11, 2024. The offer must be submitted at the following address:

20. It is entirely the responsibility of the bidder to ensure that its bid/quotation is submitted to the address indicated under 16 above and that it is clearly labeled “Print, supply and deliver t- shirts and seshoeshoe bags for Nursing Department
Section VII. Schedule of Requirements and Technical Specifications
Schedule of Requirements
The delivery schedule expressed as weeks stipulates hereafter a delivery date which is the date of delivery at the premises and should be delivered to Ministry of Health Headquarters in Maseru, Lesotho.
Delivery schedule in weeks after Purchaser’s signature of contract shall be: within (two) 2 weeks

For printing of t-shirts additional requirement are as follows:
• Knowledge of 4- points system for quality control
• Knowledge of textile and apparel technology
• Knowledge of ILO social compliance for ethical sourcing standards
• Applied knowledge of ILO OSH Standards in textiles and Lesotho OSH Act of 2024
• Price be lowest within 15% of the budget
• The above products may be quoted separately as the above requirements are only for T.shirts OR may be combined.
• The products will be independently evaluated.
