REQUEST FOR PROPOSALS: PRIVATE SECTOR ENGAGEMENT STRATEGY AND COMMUNICATION ASSETS

1. BACKGROUND
Education contributes to the advancement and enrichment in cultural, social and economic development in all societies by providing individuals with the means to improve their skills, knowledge, and capacity for productive
work. UNICEF Lesotho and the Ministry of Education and Training are collaborating to engage Private Sector to support transforming education in the country. This is in alignment with the National Development Strategic Plan (NSDPII) and Education Partnership Compact. MOET was able to access innovative financing in collaboration with Lesotho’s private sector which is setting a unique example. With this achievement, it is proposed to have a systematic engagement with private sector to ensure the continued support to improving quality of education from pre-primary level to secondary level as well as learning opportunities for those out of school.


Therefore, UNICEF is seeking to engage an organization/agency that can develop the private sector engagement strategy, map the social responsibility interventions by private sector in the country, produce communication
materials (multi-media) and workshops and events including field visits for private sector in an effort to pool private sector funding for education priorities.


2. SCOPE OF WORK
Lesotho private sector despite the size of the country is known to support social responsibility related interventions that range from providing shoes for children to bursaries in higher levels of education for the most disadvantaged. However, the scope and magnitude of these interventions including the beneficiaries reached is not fully available. Further, a lack of coordinated private sector support has potentially led to duplication of support instead of complementarity. Therefore, in this consultancy the scope of work includes, mapping the private sector social responsibility, preparing multi-media materials clearly outlining and making a case for why private sector should support education especially at lower levels, establishing a coordination mechanism including a live database system that can visualize the support being planned and provided by different enterprises in the country and also organizing events and workshops to promote private sector engagement.
