BACKGROUND
The Government of the Kingdom of Lesotho through the Ministry of Gender, Youth and Social Development has secured credit from the World Bank in the amount equivalent to US$26.5 million toward the implementation of Pathways to Sustainable Livelihood Project (PSLP) for a five (5) year period up to 2027.
The Ministry intends to use a portion of the proceeds of this credit for an individual consultant to act as a Project Accountant to serve as part of a Project Facilitation Unit (PFU) (to be recruited) in the Ministry of Gender, Youth and Social Development.
The accountant will be responsible for ensuring the effective, efficient and transparent management of the financial resources allocated to the project in strict compliance with the rules and guidelines defined by the World Bank and the Government of Lesotho.
OBJECTIVES OF THE ASSIGNMENT
The Project Accountant shall report directly to the Financial Management Specialist. The officer will be assisting the Financial Management Specialist with the budget preparation, management and disbursement of funds in accordance with the World Bank regulations. The Project Accountant will generally be responsible for the day-to-day planning and execution of all necessary accounting and financial functions.
DUTIES
• Maintain the accounts with reference to relevant World Bank and GoL regulations.
• Ensure the management fi ling of the electronic and hard copies of the financial documents and reports.
• Warrant a regular monitoring of both special foreign currency and local currency accounts to ensure sufficient funds for both PIU operational expenses.
• Prepare consultants and vendor third party payments and prepare payment vouchers with respective supporting documents.
• Facilitate payments of all regular expenses such as, telephone bills, staff salaries and prepares the disbursement projects for coming periods.
• Manage the petty cash box with all due accounting and security precautions,
• Maintain the budget forecast tool by monitoring the development of expenditure ensuring that the budget overruns do not occur.
• Filling Income Tax returns monthly
• Maintains asset register.
• Facilitates bank transactions that include preparing bank transfer requests, submitting them to the bank and monitoring the bank transfers.
• Assisting the Finance Manager on any other duties
QUALIFICATIONS
• Bachelor of Commerce in Accounting or Finance Degree from a recognised university or General Accounting (GA) from a professional accounting body.
EXPERIENCE AND SKILLS
• Have five (5) years working experience in financial management/accounting in donor-funded projects.
• Be proficient in accounting packages specifically TOMPRO.
• Have a good working knowledge of accounting, personnel, and procurement policies & procedures.
• Be proficient in Microsoft Spreadsheet.
• Be fluent in both English and National Language
DURATION OF THE ASSIGNMENT
The assignment will be done over a period of Twenty-Four (24) Months.
CONDITIONS
• Renewal of the contract will be subject to satisfactory performance and funds availability.
• The Client shall render the Consultant with all such facilities as may be reasonably required to enable the Consultant to discharge his/her duties, that is office space, laptop/computer, telephone, and transport.
SUBMISSION
A consultant will be selected in accordance with selection of Individual Consultants Method set out in Procurement Regulations.
