JOB SUMMARY
Under the general supervision of the Manager, Remuneration and Benefits Department, the incumbent is responsible for administration of car advance mortgage schemes and government housing applications. Determining and introducing new benefits packages including medical aid scheme.
Administering and reviewing of allowances, allocation and utilization of government houses and conducting job evaluation; and supervision of AR&B officer.

1.0 ADMINISTRATION OF CAR ADVANCE AND MORTGAGE SCHEMES
1.1 Maintains a register the incoming car loan and mortgage application for reconciliation with banks.
1.2 Prepares a quarterly report on received applicants by order of receipt of application in the department.

2.0 DETERMINE AND INTRODUCTION OF NEW BENEFITS INCLUDING MEDICAL AID SCHEME.
2.1 Provides the necessary details on different schemes to government following recommendations established task Force.
2.2 Maintains monthly contact with established multi-schemes task Force chairperson until the scheme is approved.

3.0 ESTABLISHMENT, ADMINISTRATION AND REVIEW OF BENEFITS AND ALLOWANCES
3.1 Receives, and approves requests for establishment of allowances for Public Officers.
3.2 Administers honorarium, protective clothing and compensation claims for Public Service.
3.3 Reviews allowances and benefits for Public Officers.

4.0 ALLOCATION AND UTILIZATION OF GOVERNMENT HOUSING
4.1 Receives and evaluates all applications for public officers.
4.2 Process received government housing applications.
4.3 Allocates government houses to qualifying Officers.
4.4 Determines rent for government quarters.
4.5 Conducts adhoc and quarterly housing inspections and produce report.

5.0 JOB EVALUATION
5.1 Identifies all jobs which need analysis in order to take appropriate action.
5.2 Conducts training of job analysts to equip them with the necessary skills.
5.3 Classifies all analyzed jobs to group the jobs in the appropriate families.
5.4 Identifies anomalies in the pay and grading system to enable appropriate action.
5.5 Edits job descriptions submitted by Ministries to ensure compliance to set standards.

6.0 SUPERVISION
6.1 Appraises Assistant Remuneration and Benefits officers on half yearly basis in order to monitor their progress.
6.2 Guides Assistant Remuneration and Benefits officers in their duties to ensure smooth administration.

JOB SPECIFICATION
Masters in Compensation and Benefits Management/Human Resources Management, Industrial Psychology, plus two (2) years’ experience as Assistant Remuneration and Benefits Officer.
OR
Post Graduate Diploma/Honours Degree in Compensation and Benefits Management/Human Resources Management, Industrial Psychology plus three (3) years’ experience as Assistant Remuneration and Benefits Officer.
OR
BA Degree in Compensation and Benefits Management/Human Resources Management, Industrial Psychology plus five (5) years’ experience as Assistant Remuneration and Benefits Officer.

OTHER NECESSARY SKILLS AND COMPETENCIES

  1. Proven supervisory skills
  2. Appreciation of HR Principles
  3. Computer literacy
  4. Interpretation of the Public Service Regulations.
