About Us:
The Baylor College of Medicine Children’s Foundation- Lesotho (BCMCFL) was formed in 2005 as a local non-governmental organization. Its establishment resulted from a public-private partnership between the Baylor College of Medicine International Paediatrics AIDS Initiative (BIPAI) based in Houston, Texas, USA and the Government of Lesotho (GoL) through the Ministry of Health.
BCMCFL operates the Baylor College of Medicine – Bristol Myers Squibb Children’s
Clinical Centre of Excellence (COE) in the capital, Maseru, and 5 other Baylor
College of Medicine/Texas Children’s Hospital/Bristol-Myers Squibb Satellite
Centres of Excellence (SCOEs) in Botha-Bothe, Leribe, Mohale’s Hoek, Mokhotlong, and Qacha’s Nek districts. The SCOEs particularly help decentralize paediatric HIV health care to areas outside the capital. In addition, we implement donor-funded projects throughout the country, supporting the GoL with direct service delivery and healthcare worker capacity building, including trainings and mentorship.
Position Overview:
The Position of Senior Finance and Procurement Director has been established within the organisation as part of the Senior Management Team to oversee and integrate all finance and procurement activities for the Foundation. The incumbent reports to the Executive Director and manages teams responsible for all cost centres within the organization. The Senior Finance and Procurement Director is further responsible for supervision of all financial reporting to organizational senior leadership and donors. S/He ensures that all procurement policies, procedures, and processes align with industry best practices, legal and ethical standards and donor regulations, and enforces implementation in line with these policies.
Key Responsibilities:
- Lead and manage the finance and procurement departments, ensuring alignment with organizational goals and donor requirements.
- Responsible for oversight of audit processes in line with legal mandates and donor regulations.
- Regularly report to the Board of Directors on the financial health of the Foundation.
- Develop and implement financial strategies, policies, procedures and systems to ensure the sustainability and growth of the organization.
- Oversee budgeting, forecasting, and financial planning processes, ensuring that accurate and timely financial reports are provided to the executive team and donors.
- Ensure compliance with all financial regulations, donor requirements, and internal policies.
- Manage procurement processes, including sourcing, contracting, and supplier management, to ensure cost-effectiveness and quality.
- Conduct financial risk assessments and develop mitigation strategies.
- Provide strategic financial insights and recommendations to support decision-making at the executive level.
- Collaborate with program managers to develop budgets for new proposals and ensure effective financial monitoring of ongoing projects.
- Lead and mentor a team of finance and procurement professionals, fostering a culture of continuous improvement and professional development.
Qualifications
- Master’s degree in Finance or Accounting with 5 years demonstrated senior leadership experience or ACCA, CIMA, CPA qualified with five years demonstrated senior leadership experience. (Other related professional body membership will be accepted)
- Minimum of 10 years of progressive experience in finance and procurement management, preferably in a donor-funded NGO.
- In-depth knowledge of financial management, budgeting, and procurement processes.
- Proven track record of managing complex financial and procurement operations in compliance with national laws, industry best practices and donor regulations.
- Strong leadership and team management skills, with the ability to inspire, mentor and motivate staff.
- Excellent analytical, problem-solving, and decision-making abilities.
- Proficiency in financial software and advanced Excel skills.
