JOB SUMMARY
Under the supervision of Organisational Development Manager the Senior Organisational Development Officer is responsible for the following:

MAIN DUTIES
1.0. PROVISION OF GUIDANCE AND ADVICE TO LINE MINISTRIES/AGENCIES ON IMPLEMENTATION OF ESTABLISHMENT GUIDELINES
1.1 Disseminate Establishment guidelines to line Ministries and Agencies.
1.2 Convenes meetings and solves problems pertaining to the implementation of the Establishment guidelines and decisions.
1.3 Monitors progress and adherence to the Establishment guidelines.
1.4 Provides feedback to enable review

2 MONITORS AND EVALUATES IMPLEMENTATION OF CONTROLS IN MANAGING GROWTH OF THE ESTABLISHMENT
2.1 Undertakes consultations with line Ministries/Agencies
2.2 Develops Monitoring and Evaluation plan
2.3 Contributes in the Development and review and harmonization of policies and guidelines

3 FACILITATE FOR PRINTING OF THE ESTABLISHMENT LIST
3.1 Provides relevant specifications for the Establishment list
3.2 Distribute copies to all relevant stakeholders

4 FACILITATE IDENTIFICATION OF FUNCTIONS AND DESIGNING OF FUNCTIONAL STRUCTURES
4.1 Identify the problem or need to design the functional structure
4.2 Analyze the strategic plan
4.3 Analyze the existing functional structure and facilitates for the development of the new one.

5 FACILITATES THE DESIGN OF OPERATIONAL STRUCTURE
5.1 Categorize identified functions into positions
5.2 Determine levels and number of positions needed
5.3 Develop job descriptions
5.4 Liaise with relevant department for job evaluation

  1. JOB SPECIFICATION
    Masters’ Degree in Organisational Development/ Human Resources Management/ Industrial Psychology/ Business Administration/Management with a major in Human Resources plus two (2) years’ experience in Organisational Development /Human Resource field.
    OR
    Post graduate Diploma in Organisational Development/ Human Resources Management, Industrial Psychology, Business Administration/Management plus three (3) year experience in Organisational Development /Human Resource field.
    OR
    Bachelors’ Degree in Organisational Development/ Human Resources Management, Industrial Psychology, Business Administration/Management plus five (5) year experience in Organisational Development /Human Resource field.

OTHER NECESSARY SKILLS AND COMPETENCIES

  • Proven supervisory skills
  • Passing of assessment test
  • Appreciation of HR principles
  • Computer literacy
  • Interpretation of Public Services rules and Regulations.
