JOB SUMMARY
To manage the operational effectiveness of the Training and Development Division, implementation of the Public Service Training and Development Policy and procedures, guidelines, management and coordination of
ministerial training plans, activities and budgets.
MAIN DUTIES
- Implements Training and Development Policy and Procedures
1.1. Advises the director Human Resource on the implementation of Training and Development policies and programmes.
1.2. Prepares and reviews ministerial manpower plans, in collaboration with relevant offices, thus controlling the effective implementations of the Training and Development components of such plans.
1.3. Consolidates Training and Development budget in collaboration with divisional heads to ensure that departmental objectives are met.
1.4. Appraises the impact of Training and Development actions at all levels for both on the job and formal training and decide on measures for improved effectiveness of such Training and Development.
1.5. Reviews recommendations made on previous Training and Development courses to make improvements where necessary.
1.6. Selects suitable Training and Development courses to ensure alignment with organizational objectives. - Liaises with other ministries and research agencies
2.1. Instructs Training Needs Analyses in collaboration with relevant institutions in order to determine the most effective and efficient ways of enhancing performance.
2.2. Approves recommendations for training requests based on ministerial objectives and training plan. - Manages and Monitors performance of staff
3.1. Attends to all grievances emanating from staff members.
3.2. Conducts quarterly performance appraisals for Training and Development Officers.
3.3. Consolidates the sectional work plans.
JOB SPECIFICATION
Masters in Human Resources Management/Business Administration ā Human Resources/Organisational Development or any other related discipline plus two (2) years working experience in managing the HRIS function.
OR
Post-graduate Diploma / Honours in Human Resources Management / Business Administration ā Human Resources / Organisational Development or any other related discipline plus three (3) years working experience in managing the HRIS function.
OR
BA Degree in Human Resources Management / Business Administration ā Human Resources / Organisational Development or any other related discipline plus five (5) years working experience in managing the HRIS function.
Other relevant knowledge
- Understanding of HRD policies, goals and strategies, and ability to translate them.
- Understanding of Human Resources Planning and succession planning.
- Understanding of operational analysis.
